The Vermont Office of Child Support Enforcement is not a division of another agency.  It admits peonage.  Just click the question "What if the support payer just stops working and doesn't get another job?"

 

Chapter I Article I of the Vermont Constitution prohibits slavery, unless bound by the law for payment of debts, damages, fines, costs, or the like.

What do you know?  A state constitution that authorizes peonage!  Might explain why Vermont authorities believe that they can force the support payer to get a job.   The provision allowing a person to be bound to servitude for debts and the like is declared null and void by 42 U.S.C. §1994.
