The Department of Human Services Adult and Family Services Division operates the Child Support Enforcement program.

The Department of Justice operates the Division of Child Support.

The District Attorneys in each county, including Yamhill County, enforce this peonage system at the county level.

District Attorney for Baker County

District Attorney for Benton County offers Child Support Enforcement.  One of his core values is to foster respect for the "rule of law".  As long as the law does not include the Antipeonage Act!  Or Article I Section 19 of the Oregon Constitution which prohibits imprisonment for debt.  Or any other constitutional or statutory provision that gets in the way of this "necessary government policy."

District Attorney for Clackamas County runs its Family Support Division.  Doing to constitutional principles what local heroine Tonya Harding did to the world of figure skating and to Nancy Kerrigan's knee.

District Attorney for Crook County enforces child support orders.  Appropriate name.

Curry County

District Attorney for Deschutes County enforces child support orders while claiming to support the Constitution and upholding the integrity of the judicial and correctional systems.  George Orwell invented the word "doublethink" to describe the phenomenon of people simultaneously believing contradictory propositions.  If you enforce a child support order that necessarily requires employment with arrest and imprisonment, you cannot simultaneously be supporting an Oregon Constitution that prohibits imprisonment for debt and a United States Constitution that prohibits involuntary servitude!

District Attorney for Douglas County

Gilliam County's government does not appear to have any web site at this time. They voted a previous district attorney out of office in a recall election.

District Attorney for Grant County lists a separate telephone number for support enforcement.

Hood River County's government does not appear to have a web site at this time.

District Attorney for Jackson County runs a Child Support Case Management Program.

Jefferson County's government does not appear to have a web site at this time.

District Attorney for Malheur County employs a Child Support Specialist.

District Attorney for Marion County operates a Family Support Division.

District Attorney for Morrow County lists child support enforcement at the top of his list of duties.  Criminal prosecution is down the list, I wonder if that is where is priorities lie.  Is getting noncustodial parents more important than those who commit felonies?  Second on his list is civil forfeitures.  Didn't Oregon voters pass an Initiative that prohibits civil forfeitures without an actual criminal conviction?

District Attorney for Multnomah County operates a Support Enforcement Office

District Attorney for Polk County enforces child support while claiming that its mission is to uphold the United States Constitution and the Oregon Constitution.  As explained above, both cannot be done with the present laws.

Sherman County's government does not appear to have a web site at this time.

District Attorney for Tillamook County lists establishment and enforcement of child support orders as one of its duties.

District Attorney for Umatilla County

District Attorney for Union County has a child support program.  But it cannot do that if it also claims that its mission statement is to "treat all people with dignity, respect, honesty and fairness" and to "uphold the Constitution of the United States and the Constitution and laws of the State of Oregon".  Present enforcement of child support as explained in this website, is offensive to the constitutional provisions concerning involuntary servitude and imprisonment for debt, as well as the due process, equal protection of the laws, and bill of attainder provisions.

District Attorney for Wallowa County lists "Child Support Services" as one of its programs.  This is the traditional home of the Nez Perce Tribe.  "Wallowa" is what the Nez Perce called the place.  A few years ago, people in this county decided that they wanted some of the Nez Perce to return because they thought a tribal casino or some such operation would boost the economy.  Like many rural counties, it can be described as somewhere between "terrible" and "horrible".  When the jobs go away, so does compliance with child support orders.  But even worse is the prospect of "Ghost Town" becoming the official nickname of their county seat, previously called Enterprise!  After all, the purpose of all of this is to provide support for the children of government employees!  As part of the effort to attract the descendents of the previous residents of this county, Enterprise High School  continued using the name "Savages" for its athletic teams, but dropped the cartoon caricature of a Native American.  The theory being, if you wish to partner with a group of people for economic development, it would help to stop insulting them!

    Gee, you don't suppose that might be a way of getting more cooperation from noncustodial parents in raising their children?  Naaaaaahh!  That would mean declaring that the Constitution of the State of Oregon is for everyone, we can't have that!

Wasco County's government does not appear to have a web site at this time.  If they had let the Bhagwan stay, he might have paid for a web site!  Antelope has been back to normal since he left.  He gave the local folks a taste of how the Umatillas and Nez Perce must have felt, with thousands of people of a strange culture and religion moving in on them and taking over!

District Attorney for Washington County

Wheeler County's government does not appear to have a web site at this time.

Yamhill County Circuit Court issued the order to Dawn Case that she spend 48 hours in jail every month she fails to pay child support.  If this is not a condition of peonage, there is no such thing as peonage.  This Court order is clearly null and void under 42 U.S.C. §1994 and a crime under 18 U.S.C. §1581!!  Ms. Case decided to cross the Columbia River and live in Kitsap County, Washington Case v. Kitsap County (9th Cir. 2001) 249 F. 3d. 921 arose when the Kitsap County Sheriff's Office went in with a SWAT team to arrest the mother!!!  What did they expect to find?  Randy Weaver and a huge stash of firearms?  A major pot growing operation?  No, just a mother who was under an Oregon support order.     Yet Ms. Case, or more specifically her attorney, Clayton Longacre, (sorry Clayton) according to the majority opinion: "Case admits that the Oregon warrant was valid."  I never cease to be amazed at how a person can attend 12 years of elementary and high school, 4 years of college, and 3 years of law school, and still not grasp that SLAVERY JUST HAPPENS TO BE ILLEGAL IN THE UNITED STATES OF AMERICA!!!!  Nevertheless, Judge Ferguson dissented, he just did not dissent on the grounds of the Antipeonage Act, which he could have.  (Parties need not plead a law for the judges to consider it in their ruling, they are paid to know the law.)

Article I Section 16 of the Oregon Constitution prohibits excessive fines and bails and cruel and unusual punishments.  Apparently does not apply to Dawn Case.

Article I Section 19 of the Oregon Constitution prohibits imprisonment for debt, except in cases of fraud or absconding debtors.  Dawn Case absconded, but she is subject to imprisonment if she stays home.

Article I Section 27 of the Oregon Constitution provides for the right of the people to bear arms for defense of themselves or in defense of the state.  Apparently the Kitsap County Sheriff's Office was afraid Dawn Case might do exactly that.

Article I Section 30 of the Oregon Constitution prohibits laws that impair immigration from the state.  Apparently does not apply to Dawn Case.

Article I Section 34 of the Oregon Constitution prohibits slavery and involuntary servitude.  Apparently does not apply to Dawn Case.

During the 1920's Oregon was politically dominated by the Ku Klux Klan.  No, I'm not kidding, I wish I was.  Who'd have thunk?  It was during this time that the Oregon Supreme Court carved out the theory that imprisonment for child support or alimony was not imprisonment for a debt, it was imprisonment for violating a court order. State v. Francis, (1928) 126 Ore. 253, 269 P. 878, 880 and Hubble v. Hubble, (1929) 128 Ore. 46, 273 P. 395, 396.   Of course this defeats the obvious ends of Article I Section 19, because all judgments can be styled as orders to pay the money.  However, Oregon Rules of Civil Procedure 78 prohibits contempt proceedings in all debts EXCEPT alimony and child support.  Exactly what is the basis for this rule?  Hard to say, it is not an Act of the Oregon Legislature.

I once worked out an imprisonment for debt argument for Oregon.  I include it on a web page to illustrate the lack of respect for the law and the English language in which it is written by the Oregon courts.  Because of the political climate, I am afraid that presented by itself, an imprisonment for debt argument has zero chance of success, a tiny chance if applied to a specific situation.  However, if combined with an argument pleading the Antipeonage Act, the chance of success is greater, because you are offering the courts and the bureaucracy a choice: Give me the state constitution, or I will keep pushing the Antipeonage Act, ultimately to demand enforcement of the CRIMINAL provision, 18 U.S.C. §1581!

This is why I like the Antipeonage Act.  It cuts through this Gordian Knot of non-law like Alexander's Sword.  Somebody in Oregon ought to try it. Do it in a small population county where the local newspaper will cover it.
