The Department of Human Services operates the Child Support Enforcement program.  The agency describes it as a joint effort of federal, state, and county governments.  I would add to hold the noncustodial parents in a condition of peonage.  But there does not appear to be direct links on this website to any county or federal web sites.  Then again, perhaps the DHS employees can use the Enemies page of this Antipeonage Act web site for such linking.  It is a pretty girl they use in the photographs on these web pages, I wonder if she is the child of a government employee.  Or for that matter, if she IS a government employee, if it has been a few years since these photographs were taken.

Because most of the counties have such small populations, they are grouped into seven judicial districts and the general jurisdiction courts that handle felonies, most large civil cases, and family law are called district courts.  However, each county has its own State's Attorney, who is responsible for criminal prosecution, defending the county in civil cases, and perhaps for support contempt proceedings.

Article I Section 1 of the North Dakota Constitution declares the inalienable rights of all individuals, including the right to acquire, possess, and defend property, and the right to keep and bear arms for lawful purposes, such rights shall not be infringed.

Article I Section 6 of the North Dakota Constitution prohibits slavery and involuntary servitude.

Article I section 15 of the North Dakota Constitution prohibits imprisonment for debt unless upon refusal to deliver up estate for benefit of creditors.

Article I Section 22 of the North Dakota Constitution provides that laws of a general nature shall have uniform application.

Article I Section 23 of the North Dakota Constitution declares the supremacy of the United States Constitution.

Article I Section 24 of the North Dakota Constitution declares that its provisions are mandatory, unless declared otherwise by express words.  So which provision has the express words declaring that the North Dakota Constitution is not mandatory in cases of child support?
