Nebraska Enemies
Nebraska is known for its prairies turned into farms, for the Cornhusker's college football team, and for the Minuteman missile silos that once stored planetary death below its cornfields. They must not like divorced fathers in this state, or they like federal funds better. They may name their state capitol Lincoln, but they do not believe in applying Lincoln's abolition of slavery to family law. Look at some of the place names. One would think they believed in American freedom!
The Health and Human Services System operates the Child Support Enforcement Program.
People who enforce child support are members of the Nebraska Child Support Enforcement Association.

The Child Support Enforcement Division has a page setting forth the roles of various people in enforcing this form of modern peonage. There are Child Support Attorneys, elected county attorneys in most of the counties, and in 17 counties, state or authorized attorneys who do enforcement work.

Article I Section 1 of the Nebraska Constitution declares the inalienable rights of the people, including the right to keep and bear arms for lawful purposes.
Article I Section 2 of the Nebraska Constitution prohibits slavery and involuntary servitude.
Article I Section 3 of the Nebraska Constitution is the state Due Process Clause.
Article I Section 9 of the Nebraska Constitution prohibits excessive fines and bails and cruel and unusual punishments.
Article I Section 20 of the Nebraska Constitution prohibits imprisonment for debt except in cases of fraud. I guess child support is a fraud.
In Seagar v. Seagar, (1888) 23 Neb. 306, 36 N.W. 536; Nygren v. Nygren, (1894) 42 Neb. 408, 60 N.W. 885; and Leeder v. State, (1898) 55 Neb. 133, 75 N.W. 541, the Nebraska Supreme Court found that imprisonment for alimony was imprisonment for debt prohibited by Article I Section 20. Since then, it reversed itself, Fussell v. State, (1918) 102 Neb. 117, 166 N.W. 197 and Cain v. Miller, (1922) 109 Neb. 41, 191 N.W. 704, and Nebraska courts have since been quite enthusiastic in punishing people for not working. As recently as State v. Bright, (1991) 238 Neb. 348, 470 N.W. 2d. 181, the Nebraska Supreme Court found that as defendant was capable of working, refusal is criminal nonsupport.
I wonder how they would react to a noncustodial parent pleading the Antipeonage Act, as these Nebraska court decisions clearly establish and enforce peonage.
