If the State fails to appear and defend at these proceedings, the court may issue an order for STATUS QUO ANTI, returning Mr. Manley to the financial condition prior to November, 1989, pursuant to Title 7, U.S.C. Section  7118  (a)  (7);   7116 (a) (5)
