Raven and Cyborg's relationship is a definite 'brotherly-sisterly' one. It's somewhere in-between sibling affection and tolerance. They are very relaxed around each other and although they sometimes disagree on matters, they soon sort things out. The romantic tension is 0.

This pairing is a very difficult one to understand� I just have to ask "Why?!". There is simply no remote chance that the makers of the show are going to break off the Starfire and Robin thing (a pairing that they've been building on for a full 3 series!) and have him get together with Raven. Raven and Robin see eye to eye on many team related matters and, as all members of the team have done for each other at some stage, saved each other from hurt, but that is as far as things go.

Beastboy and Starfire?
Starfire certainly adores Beastboy. Their relationship is very much like that of Cyborg and Raven, except reversed and less restrained.
