Here are the "State Welcome Signs" for each of the 26 states I visited.  They are shown in the order in which these states were first visited during my trip, not the order in which these photographs were taken.  (For example, I took the photos of the Ohio and Illinois signs on my way back east.)
NEW YORK

Bordering State: Pennsylvania
Location:
Interstate 86
Note:
This picture was taken on Day 16 during the early morning, but it appears darker in this picture than it really was.
PENNSYLVANIA
Bordering State: New York
Location:
Route 220, near Sayre
Note:
I only drove on Route 220 to get a picture of this sign, since it was only about a half-mile from Route 17.  There was no sign for NY on the northbound side. This is the first welcome sign I've ever seen to include an Internet address. www.state.pa.us

WYOMING

Bordering State: Colorado

Note: I originally tried to find a Wyoming sign while driving up Route 85 from Colorado, but there was only a sign for Laramie County.
SOUTH DAKOTA
Bordering State: Wyoming
Location: Route 18, W of Edgemont
Note: This picture makes it look like it was completely dark when I took the picture.  The sign reads "South Dakota" in red on top, and shows an outline of Mt. Rushmore in yellow. The phrase "Great Faces, Great Places" appears on the bottom.
IOWA

Bordering State: Nebraska

Location: Route 30, just east of Blair, NE

Note: This picture was taken just before sunset.
I also visited these Canadian provinces for the first time ever during Road Trip USA 2000.  Concerning Ontario - I've been there many times before, and I already had a picture of the Ontario sign, but it was from a previous road trip, so I felt it would be unfair to include it here.
MANITOBA

Bordering Province: Ontario

Location: Route 1

Note: The sign reads "Bienvenue au MANITOBA Welcomes You."
SASKATCHEWAN

Bordering Province: Manitoba

Location: Route 18 (MB Route 3) between Pierson and Gainsborough

ALBERTA

Bordering State: Montana

Location: Route 4 (at the end of I-15)

BR. COLUMBIA

Bordering Province: Alberta

Location: Route 3, Crowsnest Pass
I was hoping to be able to take a picture of a sign welcoming me to Mexico or to Baja California, but I found no signage for either, so unfortunately I have no picture to post here.
