Issues for 2002
Campaign to elect Roger Jolley
St. Augustine Mayor/City Commission, Seat 5
First and most Important Issue:

If the people running our city are crooked, it doesn't matter what they say about parking garages, sewall expansions or downtown parking.

If dirty cheaters are talking to you about issues besides why they are dirty cheaters and you listen, that makes you a sap.

I don't believe St. Augustine can be fooled by these crooks forever.  One day citizens will wake up and understand that the issues raised by crooks are a distraction to keep you from asking the most important issue of all--can I trust you?
The answer to corruption is reform, followed by prosecution of proven wrong-doers.

Growth that meets the residents needs, not developers greed.  If they don't like our rules, let 'em take their development money somewhere else.
Open the carriage trade, reversing a city policy of monopoly in favor of increased competition.
Refuse any parking garages in historic districts- stop catering to commercial beneficiaries.
Pursue satellite parking to reduce downtown traffic and to meet parking needs for locals.
Get the County to build a Library for West Augustine now that Ponta Vedra Beach has a desperately needed one.
On Historic Preservation
End this city administrations rape of historic preservation and their program to commercialize all the properties under their alleged protection.
Stop the destruction of historic structures; stop granting exceptions to well placed families building non-historic structures to simulate historic preservation for commercial gain.-- The Frasier family built three three-story structures in an  historic first period area calling for single story buildings!?
Concentrate on preserving our civil rights history; the buildings, the people and the changes sought by them.
On fair play
Protect all residential neighborhoods from commercialization, not just Ms. Pacetti's HP1.
Repudiate special rules for Lincolnville designed to hasten residents flight to West Augustine, serving real estate speculators at long term residents expense.
End directed selective enforcement by city agencies and boardsfor example, HARB,P&Z,SAPD,planning Dept, Code Enforcement and others.
Get the city out of business- lease all business enterprises currently run by city government, reducing competition and grossly interfering with Market forces.
Require Police Officers to obey all laws in the conduct of their duty, reversing current city policy.
Stop the city's war on Homeless Americans down on their luck.  Give the police better training to deal with these American Citizens deemed outsiders by a few commercial operators.
On Taxes
End taxing schemes based on clever accounting practices- cut taxes the old fashion way, cut the cost of providing government services.  Schemes that triple taxcs while leaving the mil rate unchanged is a con job.  Taking tax money out of the county taxpayers pocket and pretending that taxes were lowered is an outrageous scam perpetrated by lying politicians.
Create tax  benefits to Lincolnville homeowners for property improvements similar to those granted to real estate speculators in the downtown area several years ago.
