Exhibit No. 29: Letter by my son Slobodan (translation)

To Mr. Rene Levesque, at that time Premier of Quebec Province. He pleads for a human approach and settlement of my case. The letter was not answered.

Honourable R. Levesque
Premier of Quebec.

Dear Mr. Premier,

A rare disaster has occurred to an intelligent Yugoslavian -- my father. He was interned in a mental asylum due to false statements by various persons. Through these untrue statements, the falsification of his medical records, and other manipulations, these individuals succeeded in detaining my father for six long months.

During this period all of us in his family were stigmatized. We were afraid to go outside, unwilling to face questions regarding our father's sudden disappearance. I decided to avoid discussions - sincere in my knowledge - that my father's mental state was a happy and healthy one.

After his six months' imprisonment he left, looking ten years older. During his first days after the discharge, he lived in terror and hunger, since he then lived alone and did not have any moral support after his harrowing experience. After his imprisonment he could never practice his profession. To think that a few weeks before all of this happened, he was to work as a psychiatrist in New Brunswick!

Shortly afterwards, a new party came to power, led by yourself, Mr. Levesque. What a great chance for you to prove that you are with the people!

Despite my young age,I feel mature enough to confide this task to your new government. We will greatly appreciate your help. All that we expect from your party is to have the mystery in my father's case cleared up.

Please do help my father to recover his status in society. With your assistance, let's erase those records which smeared not only himself, but also our entire family. This injustice must not be allowed to continue much longer!

On behalf of all of Dr. Delev's sons, I express my sincere gratitude to you!

Slobodan Delev (Dr. Delev's son)
