Constitution

 

League Purpose:

To assemble a group of players who have the shared desire of engaging in APBA Computer Baseball.

Requirements:

Internet Connection

APBA for Windows ver 5.5

To always maintain the highest standards of honesty and fair play.

 

League Structure:

The 7th IS has 20 continuous ownership teams, with 2 Leagues of 10 teams, American and National, with each league consisting of 2 divisions, East and West.

Use of real MLB player salaries with a salary cap.

Each year the salary cap will be determined by combining the 30 MLB team salaries and dividing that number by 20.

The American League uses the DH, the National League does not. During interleague and World Series games the home team shall determine use of the DH.

Each team consists of no more than a 35 man roster.

 

Commissioner:

Term: The Commissioner will serve for a 2 year term. At the conclusion of each term said commissioner will solicit league members in good standing to serve for the next 2 years. The term of each commissioners two year cycle will end at the conclusion of the playoff season. Removal of any commissioner inside a given two year term will require a 2/3 majority vote.  

Duties, Responsibilities:

Producing and issuing of c-files throughout the league play season

Scheduling of seasonal draft, regular season, and playoffs

Seasonal Draft

Issuance of new data disks for upcoming seasons, and league salary cap

Execution of all transactions

Approval of all trades

Recruitment of new members

Maintaining of league records

Scheduling and oversight of Rules Ballots

To act in the best interests of it's members and the league in the event of disputes, and or rules interpetations.

 

League Secretary:

Approves all trades

Maintains team rosters/salaries in accordance with salary cap.

 

Draft:

The draft order for the 4 teams with the worst W-L record for the regular season will be determined by a lottery for the first round. The order of the draft for teams 5 thru 18 will be determined by the W-L records,  followed by the 2 World Series participates. Winner selects 20, loser selects 19.  In the event of a tie the following tie breakers will be used:

1. head to head record - best record drafts first

2. division record - best division record drafts first

3. If still tied commissioner will roll dice

There are two phases to each new seasonal draft

The first phase will include all players currently on the new data disk not affliated with any team. The first phase will consist of 6 rounds.

With the completion of the first phase each team will be required to submit a 35 man roster.

The second phase will include all players not selected or already affliated after the first phase. The same draft order will be used, however each team may select up to 2 players, followed by subsequent cuts to their roster. The second phase will consist of 2 rounds.

At the completion of the second phase you must comply with said salary cap and roster size limit.

Trading will be allowed during the first phase of the draft only.

Uncarded players must be declared on or off your roster, and will count towards your 35 man limit, at the completion of the 2nd round.

 

Trades:

Trades can be made at anytime during the league calender year with the following exceptions:

1. During the 2nd phase of the draft.

2. From the 3/4 mark of the regular season (to be announced by commish) to the last regular season game.

Trades must be reported immediately upon completion to insure the timley inclusion of roster changes. Both managers must send e-mail confirmation of trade.

Draft choices for the year of, and, or, the next following year only may be traded.

You must trade players on your roster or draft picks.

Trades that result in a team's roster expanding over the 35 man roster limit will result in subsequent cuts to said team roster.

 

League file transfers:

Each member is expected to comply with f-file sending/recieving deadlines to insure the timley progression of the league season.

All road teams are expected to submit f-file roster/lineup updates, all home teams to submit f-file results to the commissioner at announced times.

In the event of a visiting team not in need of an f-file update, a note to such effect would be apprieciated.

 

Player Usage, Roster Rules:

League settings for player usage will be set to "All injuries and fatigue", "late 20th century", "enforce batters faced limits", "no pr930", "pregame AIM auto substitutions".

Each team must be represented at all player postions with the following minimums:

1B, 2B, SS, 3B, C, DH (if applicable) - 1100 / 100

3OF's- 3300 / 100

Innings Pitched- team total- 1600IP

Games Started- 170GS

Stolen Bases are limited to 125% of player total. Players will be changed to "N" upon hitting maximum.

26 man active rosters with a minimum of 10 pitchers and at least 2 players who are eligable at each position.

 

Playoffs:

First round:

Best division winner vs worst wild card team 5 game series, 2-2-1. 2nd best division winner vs best wild card team 5 game series, 2-2-1. (tie breaker same as draft)

Second round:

Best winning percentage has home field advantage 7 game series, 2-3-2. (tie breaker same as draft)

Third round:

World Series, 7 game series, 2-3-2, with alternating league home field.
