By-Laws By-Law I - Phone, Computer and Printer The GALA-GLBTSA phone, computer, and printer are to be used for official organizational business only, under the direction of the Executive Officers. All office supply costs will come directly from the GALA-GLBTSA budget. By-Law II - Meetings All GALA-GLBTSA meetings shall occur as determined by the Executive Board. Meeting shall begin the first full week of classes wach quarter. Meetings shall be held weekly until the week before finals. Executice Officers may call for special sessions as needed. By-Law III - Officer Training Officers shall train Officers-Elect to take over their office during May of each yaer. Officers-Elect are encouraged to observe current offivers at work, learn job requirements, and run the last two meeting of spring quarter . Officers shall participate in an Executive Retreat a form team building and communication skills. The Executive Retreat will consist of a three-day, two-night retreat. Officers will also attend In-Service training of no less then 10-hous, focusing on facilitator training, Diversity Education, and other leadership skills at the discretion of the President. By-Law IV - Expenditures The President and Vice President will sign off all GALA-GLBTSA expenditures, in accordance to the Mission Statement, Constitution and By-Laws of the organization. By-Law VI - Liaisons GALA-GLBTSA has the ability to elect liaison positions to supplement the Executive Board. These liaison positions shall hold no voting rights on the Executive Board, but will attend and participate in all Executive meetins. Liaison positions can be created by any member and must be created and elected by a majority of a quorum. A Liaison may be removed from their position only after a formal hearing and a two-thirds majority vote of a quorum. Each Liaison shall cover a specific area of interest to the group and outside entities. The Liaison positions goal is to help better asses the needs of the membership, and the community; and to build coalitions with other organizations whose focus is similar to that of GALA-GLBTSA's Mission Statement. Required liaison positions are as follows: A) PFLAG Liaison - should continue to build a coalition with PFLAG and keep members of both organizations up to date on the activities and other issues currently in process within the two organizations. B) Equity and Service Liaison - should continue to build a coalition with E&S and keep members of both organizations up to date on the activities and other issues currently in process within the two organizations. Suggested liaison positions are as follows: A) Alliance Liaison - should be a member of GALA-GLBTSA who identifies as an ally of the organization and who wishes to keep the board up to date on ally issues. The Alliance Liaison will also have an opportunity to facilitate the Ally Panels. B) Non-Traditional Students Liaison - should be a member of GALA-GLBTSA who is a non-traditional student who wishes to keep the board up to date on non-trad issues. The Non-Traditional Students Liaison can also program through GALA-GLBTSA in attempts to create a forum for non-trad students to educate themselves on LGBT issues and/or become more involved in GALA-GLBTSA. C) Diversity Issues Liaison - should a member of GALA-GLBTSA who wishes to keep the membership aware of diversity issues. Also, the Diversity Liaison will be a vital link to other diversity groups on campus, and can program through GALA-GLBTSA on diversity issues that effect the communities around Central Washington University. By-Law VII - Group Assessment In an attempt to know what the membership of GALA-GLBTSA feels are pertinent issues for the organization, the Executive Board is to make a good faith effort to gain information on such information from the group. This information can be found in a variety of places, but must be available for review by any member of GALA-GLBTSA. This can be accomplished by handing out a questionnaire, or having a suggestion box. A group assessment must be completed by the second week of each quarter focusing the executive board on the wants and needs of the membership based on the information retrieved from the membership itself. By-Law VIII - Executive Officers GPA To promote the educational process, all executive officers are required to hold a GPA of 2.0 or higher for each quarter they are on the board. Any officer that falls under the required GPA will be on academic probation for the following quarter. If after the one-quarter probation the officer does not meet the GPA requirements they will be asked to resign their position and a new officer will be elected based on the constitutional requirements. By-Law IX - Constitutional Interpretation This constitution is meant only as a foundation for the group to base itself by. It is NOT meant to be read as a literal representation, but instead should be left open to intrepretation. |
