Manuelo infiltrated the group by pretending to be a member of the resistance, and also as a man under Rappaport's employ. However, he apparently betrayed both parties as he was secretly an Inquistar.
Manuelo was born to Gardjieftan parents who traveled to Caltha to find new opportunities, and escape the tyranny of the Rie. When he was of age, he traveled to find The City - a place he thought would fulfill his dreams. He joined The City military, and became convinced that all he had heard in the Imperial churches was true.
He returned to Caltha, and swore an oath to fight the enemies of The Empire wherever he found them. After several years, he was made an Inquistar whose specialty was undercover investigations.
Manuelo met his end in Rappaport's basement factory when Shakaku burned him alive in the elevator.
