President's Message by Pres. Dante Verano

The search for Most Outstanding Public Elementary School Teacher was successfully concluded with Mr. Eddie Demalgen of Malanday Elementary School selected as the winner among twelve participants. It was a very difficult task but thanks to the capable chairmanship of Treasurer Fabi Cadiz who came up with an innovative approach to this year selection process. I would also like to recognize the significant contribution of Rtn. Claro Capco, an Administrative Officer of the DepEd, a top honcho of the DepEd Marikina. He was one of the six judges who labored hard to choose the best among the best. And to all Rotarians who witness this important event, Thank you, keep it up.

On its 18th year, our club is continuing the Timpalak sa Pagsulat at Pagbigkas. This is our way of expressing our nationalistic endeavor by hosting a contest that will demonstrate the talents of the high school student in the field of writing and speech using our national language. The twelve candidates from High Schools in Marikina City, San Mateo, Rodriguez and Cainta were all talented, they are all winner in their own right. This year chairman Rtn. Ronie Masangkay did a good job to continue our excellent traditional project. Congratulation to you and your team.

Another significant project last week was the Child Protection Program. It was original called Child Abuse Project, however to connote a more positive approach it was rename as such. A forum was held with teachers at Malanday Elementary School. The School Principal Dr. Erico Habijan gave a very inspiring Welcome remarks. The speakers of the forum included Rtn. Doy Smith who talked on Recognition of Child Abuse, including statistics, physical and psychological manifestation of Child Abuse; SPO4 Nita Abanez, Chief of the Marikina City Police Women's & Child Desk; Mrs. Cresencia Reyes, Chief of Local DSWD office; and our very own IPP Antonio Fidelino who talked on Child's Right and the Laymen's Role in the prevention and reportage of child abuse. This is just a start of an on-going series. The Chairman of the Project Rtn. Doy Smith has many other plans to be laid for this program.

In tonight's Intercity Meeting, MMDA Chairman Bayani Fernando will be our Guest Speaker. I am sure everybody is excited to hear from the "Man of Hour" himself about his problems, challenges and future plans for Metro Manila. We will also witness the awarding of the Most Outstanding Public Servant in Marikina Zone.

Let us continue to give our best in the name of service for our club. I love you all.

"PROPOSING MEMBER"

Rotary International laid down the following procedures in proposing a member.

The propective members name is submitted to the board of directors. The board ensures that the person is fully qualified and approves or disapproves the proposal within 30 days. The proposer is notified of the decision by the club secretary.

NOTE - Until approval is granted, prospective members should not be informed that they have been proposed for membership. Approval has been announced, the prospective member is fully informed of privileges, expectations and responsibilities of club membership. He or she is then asked to complete the proposal form and give written permission to publish his or her name and proposed classification to the club membership. If no objections to the proposal are received within seven days following the publication of the name, the person, upon payment of an admission fee, is a new Rotarian.

The club secretary sends a completed new member report form to Rotary International as recomended by Rotary Club Bylaws or submits the new members name via www.rotary.org.

There are some questions that need to be clarified in the light of the new procedure, such as: What should the board do within the 30-day period it is supposed to approve or disapprove the proposal? What role does the membership committee play, and when does it come in the process?
