The sun was just beginning to rise so there were a lot of shadows, which is why the photo came out a bit dark, but Photoshop should be able to correct that somewhat. The first thing I did was to remove some small blemishes on the photograph. Next, I used the Unsharp Mask Filter to sharpen the image. I adjusted the Levels until the image was a little brighter than before, but that caused the colors to shift slightly. I adjusted the colors using Variations and added more green and blue.
