74th Constitutional Amendment Implementation

    The 74th amendment to the constitution has been made primarily with the objective of devolving greater authority and autonomy to the urban local bodies in the country. The constitution has clearly laid-down the functions which the local body is expected to perform and directed by State Government to share the finances with the local bodies to enable them to perform the functions proposed to be entrusted to them. XII schedule to the constitution laid down the functions to be performed by the ULBs. They are as follows:

1.       Urban planning including town planning.

2.       Regulation of land-use and construction of buildings.

3.       Planning for economic and social development.

4.       Roads and bridges.

5.       Water supply for domestic, industrial and commercial purpose.

6.       Public health, sanitation conservancy and solid waste management,

7.       Fire services.

8.       Urban forestry, protection of the environment and promotion of ecological aspects.

9.       Safeguarding the interest of weaker sections of society including the handicapped and mentally retarded.

10.   Slum improvement and up gradation.

11.   Urban poverty alleviation.

12.   Provision of urban amenities and facilities such as parks, gardens, play grounds.

13.   Promotion of cultural, educational and aesthetic aspects.

14.   Burials and burial grounds; cremation grounds and electric crematoriums.

15.   Cattle ponds, prevention of cruelty to animals.

16.   Vital statistics including registration of births and deaths.

17.   Public amenities including street lighting, parking lots bus stops and public conveniences.

18.   Regulation of slaughterhouses and tanneries.

           RMC is pleased to submit that it has been performing these functions ever since its inception. Municipal corporations are by and large more sound financially as compared with the municipalities. The RMC has established its image as a progressive and efficient municipal corporation and has been providing all important civic amenities and services as are expected under the constitution. These areas are not new for the RMC. However, ever since the passing of the 74th amendment a number of management and administrative reforms have been undertaken by the RMC for improving these services.

Self-Assessment of Property Tax

Recovery drives have been carried out from time and time in order to recover arrears of property tax, water charges and service charges from the defaulters. Owners of residential units were encouraged to file information voluntarily under the innovative scheme of 'Self-Assessment of Property Tax'. The RMC was the first corporation to successfully introduce and make use of this concept. This has helped the citizens in getting their properties assessed without passing through long, drian procedure on the one hand and on the other hand helped the RMC in providing large number of properties under the tax-net in a short of time.


Privatization

In order to cut over-head costs and provide service efficiently through committed and efficient NGOs a number of services have been handed over to NGOs. They are providing these services with the help of maintenance-grants, which are much smaller than the actual expenditure in case the RMC performs the same activities directly. These services include management of crematoria, planetarium, science center, libraries and dispensaries. The other categories of service, which have been privatized, are those for which management contracts have been given to professional contractors. These services include maintenance of parks & gardens, amusement park, transportation and disposal of solid waste, maintenance of streetlights, security at crucial installations.
 

Managerial Skill

In order to provide professional supervision to various branches, individuals having post graduation qualification in business/financial management were inducted who are heading crucial branches like property tax, octroi, vigilance, conservancy, establishment, general administration, health and sanitation etc.


Computerization

Information on communication, roads, residential, commercial and industrial plots, public area, drinking water supply, drainage, electrical lines and telephone lines as well as water bodies and open space have been digitized and state-of-the-art digital maps have been prepared which can be used for number of purposes.
