One Pour solution.

In a single pouring from the 14 gallon container into the 9 gallon container, pour until the water level in the 14 gallon container is level with a diagonal from one corner of the container to the diagonally opposite corner!

While very clever, this is not the right answer.

Let's assume the containers are metal drums, with only a small opening on top.
