Distinguished Gentlemen:
Through your representatives in this city, I want to make
arrive in a formal way my reclamation to Microsoft
Corporation, about the central idea of the famous operating
system Microsoft Windows. Because I am the intellectual
creator of this central idea that you have denominated as
Multithread Processing. This idea is my legitimate creation,
just as I narrate in the document that I send attached (in
Spanish). Same document that I have put in circulation between
the International press and public in general in previous
days. Reason for that, I send this mail with copy to the press
means.
Just as I say in the attached document, what I pursue is that
Microsoft Corporation gives me an economic participation to
what corresponds me with all justice. Also, the fact of making
this reclamation openly, has the purpose of locating the
gentleman to which I make reference in this document. So that
this gentleman, become present to clear any doubt in this
respect.
It is not correct at all that the whole current technology
moves with the help of this idea, while the legitimate creator
not even had knowledge of it. Now, I want to claim the
recognition that corresponds in the correct proportion.
Gentlemen of the National and International press, it is not
possible to ignore the work of Microsoft Corporation for the
development of Windows, because it is a combined work of many
professionals. But exactly for this reason, it is not possible
that it is ignored the professional that has provided this
idea, because without this idea today Windows would not exist.

Adjunto le estoy enviando el correo que en días pasados hice
llegar a un representante de Microsoft y medios de prensa. En
este mismo correo, se encuentra adjunto el documento al que
hice referencia y en el que doy a conocer mi legítima autoría
de esta idea.
Como usted puede ver en dicho correo que
adjunto, estoy solicitando a Microsoft se reconozca mi aporte
a la ciencia y a la tecnología, porque honestamente yo creo
que es lo justo y lo correcto. Soy el hombre que ha
proporcionado esta idea y por supuesto, tengo por lo tanto esa
capacidad y más actualmente. Ignorar este mi reclamo, es
ignorar mi aporte a la humanidad, un desagradecimiento.
No estoy pidiendo una caridad, estoy
reclamando lo que con toda justicia me corresponde. Y esto se
puede comprobar. Porque el señor al que hago referencia en
dicho documento, existe y con toda certeza está involucrado
directa o indirectamente con las patentes originales de
Windows. Por lo tanto, es perfectamente demostrable que mi
narración es cien por ciento fidedigna.
Por esta razón, estoy solicitando a

received any answer of Microsoft.
I remember that a little after what I relate (attached), one
month later more or less, I found in the corridor of the career
of electronic to the gentleman that I make reference like Mr.
I.Z. accompanied by two foreigners, one used glasses and I
believe he was Bill Gates. Mr. I.Z. surely commented that the
idea was not his and perhaps they wanted to know me. They saw me
but they didn't speak to me neither me to them. This confirms me
that Microsoft knows that my story is true.
Please, for your intermission, I request you to inform Mr. Bill
Gates that I am here that student that saw that morning in the
University of Engineering in the city of La Paz, in Bolivia.
This is the best test that my story is true. Because honestly, I
believe that Mr. Bill Gates is a gentleman and he will surely
know how to recognize in a fair way this my reclamation.

I am making a reclamation in public and in front of the world

Processing, I had to study for many years, it is consequence

This whole time that I am claiming, without obtaining any

I see with a lot of deception the attitude of Microsoft about
my reclamation of the intellectual property of the denominated
algorithm Multithread Processing. I am claiming my legitimate
royalty from September of 2008. Microsoft is a company that
should show that in the United States of America it exists
ethics, honor and respect. But Microsoft is making just the
opposite.
Gentlemen, I am sending copy from this reclamation to several
colleagues engineers. Two of these colleagues have been
directors of the career of Electronic Engineering. All these
colleagues know my trajectory and capacity like engineer. Therefore,
Microsoft neither nobody should doubt about what I will say
next.
I can contribute much more to the humanity or me I can charge
Multithread Processing to the humanity. Therefore, Microsoft
should choose among three alternatives.
1. - Artificial intelligence. I work at the
moment in this project. I can offer a live demonstration. To
conclude the project, I need to have a team of programmers. In
this option Microsoft should pay me the rights of Multithread
Processing.
2. - Medical equipment. Investigation and
development of new technology for applications in medicine.
For the diagnosis and treatment of about 90% of the illnesses
that at the present time affect the humanity. I can offer a
conference for professionals about this project. I need a team
of investigators to work in this project. In this option
Microsoft should pay me the rights of Multithread Processing.
3. - Nuclear armament. Any novelty in this
topic. But with all certainty, a lot of people want to know
details in this respect. I am sending attached to this mail an
advance of a book in this respect. In this option the humanity
pays me the rights of Multithread Processing.

I am claiming that Microsoft pays me the rights of Multithread

attest, Microsoft pays remiss attention to this reclamation, as
if a dog was maybe barking. This is a lack of respect from all
point of view.
Instead of this posture so comfortable inside Microsoft, the
minimum thing that Microsoft should have responded it is:
"Mr. Herrera, we will make an investigation about this your
reclamation." But regrettably, it doesn't exist respect
neither education inside Microsoft.
I have spoken very clear in my mail of February 2. Now I am
sending attached to this mail the second part of the book that
already all know. This second part is still something soft. The
third part is a little stronger. But the appendixes... Better it
would be that inside Microsoft they take conscience about this
my reclamation.
I am requesting only three million dollars to Microsoft, this
quantity is not much at the moment. But for me it is enough to
cover my expectations of life.

I wanted to know if somebody still has doubts about that I am
the legitimate author of Multithread Processing. If that was the
case, attached to this message I am sending a 3D view of my
electronic designs with respect to the book that you already
know. The details of these designs are in the appendixes of the
book.
Indeed they are simple designs, it is a countdown circuit and
activators. But that it is exactly the idea that these circuits
are easy to arm and of transporting. A device with these
characteristic, it fits perfectly in a handbag, with a total
weight of approximately twenty kilograms. Able to liberate an
energy of one megaton.
It is true, now I am occupying my inventive capacity to build
these devices. This is a first design and I can make more
sophisticated designs, activation for remote control, control
for stored program or others that are requested me.
Obviously I don't have the 70 year-old trajectory in
construction of nuclear weapons as in the United States. But
with all security it works corrected and increased. This is
true, when I say corrected and increased. In fact, not only with
uranium, plutonium or deuterium nuclear bombs can be built. If
the conditions are the correct ones, all material, compound and
element can react explosively. To these conditions I have

Gentlemen:
I cannot send the following part of the book without before to
give an opportunity to reach an agreement with Microsoft. It is
my duty, before God and before everybody, to make as much as it
is in my hands to avoid lamentable consequences.
I am claiming what is correct. You Mr. Bill Gates knows
perfectly that this is true. This is a matter of Gentlemen. Are
you a Gentleman Mr. Bill Gates?
Your country and this whole planet can be in serious danger. You
Mr. Bill Gates will continue without responding to this my
reclamation?. You Mr. Bill Gates knows the meaning of the
Ethics, of the Honor and of the Respect?. Are you a Gentleman or
a Chicken Mr. Bill Gates?
What happened September 11 could be very little in comparison of
next time. Do you want that that happens Mr. Bill Gates?
It is true, there will always be terrorism, while it exists
injustice, prepotency and selfish people. Are you able to
understand this Mr. Bill Gates?
I now understand this. Although not all, but many North
Americans along the history only give bad image of their
country.
They can really happen very serious catastrophes Mr. Bill Gates.
For this reason I am writing this letter for you Mr. Bill Gates.
To converse with you Mr. Bill Gates and with Microsoft.
Do you have the kindness to respond Mr. Bill Gates?

Gentlemen?
Nobody can accuse me for what I am making. I have written many
messages from September 2008. For what there has been enough
time to solve in a good way this reclamation.
With all certainty, inside Microsoft they thought that I would be
more one in the long list of people to who Microsoft and other
North American companies have stolen him the fruit of their
intellectuality. This is true and it can be proven. Nothing else
is matter of putting a web site to gather the names of all those
people. This will be an overwhelming test of this that here I am
saying.
Now everybody is attesting the behavior of the company image of
the North American town. For not paying what corresponds with all
justice, they are putting in serious danger to this whole planet.
For pride? for nonsense? for stupidity?... for the three things?
In this world it should prevail the Justice, the Ethics, the Honor
and the Respect. Without these values, this world doesn't have
reason to exist... In the appendix C has reserved a small
surprise.
Later on I will pass to diffuse this complete book for other
means.
Microsoft has pending bills and they should pay.

I know what I have and you know what I have. After 25 years, I
can wait Microsoft. For this reason, now we will await, because
it is possible that they exist interested in buying the
appendixes of my book.
Meanwhile I have time to develop new and better designs. So that
I will have the last of my designs for sale.
It is obvious that the fact that Microsoft doesn't respond to my
messages, is to make seem that my reclamation and my book don't
have any sustenance. In this respect, if somebody has doubts
about the content of my book and their respective appendixes. I
offer my services to carry out nuclear tests.
Now I will wait offers... or perhaps in any moment I will send
the following part of this book.
