Fishery Officer Reclassification

In reclassification, there is very seldom an outcome that makes all people happy. I think it�s important that everyone realize that this is a negotiation that follows a set of guidelines that are set forth by management. I believe that for Officers to truly understand the results obtained in July of 2003, they need understanding of the system and the process.

Here is a brief summary of the events dealing with each level of Fishery Officer:

  • In 1997, Fishery Officers were PM05s, PM04s and GT03s. The PM05s were made PM06s, the PM04s were made acting PM05s (both whom were then rolled over in May of 2000) and the GT03 Fishery Officers remained GT03s.

  • In 2000, the infamous BEIs were initiated to place a new level between the new PM05 and the existing GT03s; the PM04 was born again.

  • In 2003, the work of reclassifying the GT03 Fishery Officers has come to a completion, following the guidelines set forth by the Treasury Board and DFO. The work descriptions were done by DFO to follow in their new career progression program and rated by Treasury Board. There is still outstanding issues with the classification standards and these will be rewritten in the near future to fall in line with DAAP. This is required to enable the rating of all work performed by Fishery Officers, which we will be trying to receive credit for through the enforcement allowance at the bargaining table. This is a totally different issue and don�t start guessing at the results.

The following is the new system:

  • GT01: There will no longer be GT01s. The starting level will be GT02. There will be no retro-pay for this changeover.

  • GT02: This is the new starting level for Fishery Officer Trainees and they will be at this level for 18 months.

  • GT03: This will still be a training position and will last for 30 months. All GT03s will receive retro-pay for time spent as a GT03, as far back as April 1999.

  • GT04: All GT03 Fishery Officers with 30 months as a GT03 will be evaluated and rolled over to GT04s. They will receive retro-pay back to April 1999.

  • GT05: All PM04s will be rolled over to GT05s. Retro will be for all time working as a PM04 back to April 1999.

There will be case-specific variations which will be dealt with individually. For example, PM04s prior to the BEIs chose not to roll over to PM05s.

DFO will be coming to all regions to explain why they chose to implement this package. This will be the time to address concerns. Any questions you would like answered, contact your local representative.
