Our air quality is adversely affected by pollution emissions from road vehicles and industry. Vehicle exhaust fumes contain suspended particulates, hydrocarbons and nitrogen oxides. Industry also emits pollutants such as sulphur dioxide. These emissions pollute the air we breathe causing discomfort and chronic health effects.

Legislation development is a necessary step to protect Hong Kong's air quality. The Air Pollution Control Ordinance requires industry to reduce excessive air pollutants. In 1989, the entire territory was declared as air control zones with a set of Air Quality Objectives (AQOs) for seven pollutants: sulphur dioxide, total suspended particulates (TSP), respirable suspended particulates (RSP), nitrogen dioxide, carbon monoxide, photochemical oxidants (ozone) and lead. The AQOs set target concentrations for these pollutants at levels which are consistent with international health standards.
