The Legend:
Raikou is said to have been one of the three beasts who parished in a blaze in Ecruteak City's presently named Burned Tower.  Legend has it when the flames subsided, and the three Pokemon - Raikou, Entei, and Suicune - did not emerge, a bird with a rainbow emitting from it's tail* flew over the wreckage, and the three Pokemon were resurrected.  Since then, it is said the three Pokemon race around the Johto countryside.

* The "bird with a rainbow emitting from it's tail" may have been the Legendary
Ho-Oh.

The Pokemon:
Raikou is possibly one of, if not, the most powerful Electric-type in the game.  It's ability to learn a great variety of Electric attacks make it a formidable foe for even experienced trainers.  Raikou can also learn TM 18; Rain Dance, which garuntee's that it's Thunder attack will never miss.
