More dogs are given up to shelters for not being housebroken than just about any other reason, so make sure you know what you are doing. There are many fine articles on housebreaking. As far as I know there are only 3 ways to successfully housebreak a dog. 1. Raise it outside, so it is used to using the grass and most likely it will not soil the house. 2. Stay home with the puppy and keep it by your side by leashing if necessary, and take it out extremely often. 3. Crate it when you cannot be there and then keep puppy with you when out of crate and take outside frequently. No dog should ever be left in a crate for more than 4 hours at a time, so if you cannot come home at lunch to let the puppy out, then maybe a puppy is not for you. Adopt an older, housebroken dog. NEVER HIT OR YELL AT A PUPPY FOR SOILING IN THE HOUSE. This will simply encourage them to hide when they eliminate, but won�t stop the emininating. It can take 1 to 4 months for a dog to get housebreaking down right, so be patient. Most puppies cannot control their bladders until they are about 3 to 4 months. This does not mean you cannot be training before this, but do not expect a housebroken dog at 4 months old. There are many, many books and internet articles on crate training.
