| Millions of families looked towards another winter without work. Harry Hopkins a member of the New Deal Family persuaded the President to undertake a vast program of direct work relief. The Civil Works Administration (CWA) was established with $400,000,000 from the PWA funds. During the winter the CWA provided income to 4 million men and their familes. |

| On May 12, 1933, the Agricultural Adjustment Act (AAA) became law. Designed to raise farm prices by buying up the crops and livestock of farmers who limited their acreage, it was financed by a processing tax levied on commodities and paid by the consumer, On the same date the Emergencey Farm Mortgage Act authorized emergency loans to help farmers in danger of foreclosure. The Farm Credit Act of June 16, 1933, provided short term loans to farmers and livestock producers who needed cash. |
