PHANTASY FOOTBALL LEAGUE
RULES AND BY-LAWS

INTRODUCTION
Our
league is made up of ten teams. Owners and Co-Owners are made
up of individuals from Washington and Idaho and have, for the
most part, been part of this league for an extended period of
time. New owners are decided upon only when an existing owner
can no longer participate. This makes for great, and for the
most part, friendly rivalries from year to year. Team owners
select a commissioner and 2 assistant commissioners. The
commish is responsible for administering League activities
including:
Draft meeting
Player draft list
Weekly lineup changes from owners
Weekly posting of game statistics
Weekly newsletter
Any other chores as necessary
Currently, a season is made up of 14 regular season games and
one to three play-off games. There are two divisions of five
teams each. Each team plays the teams in their division twice
and teams in the other division once. That’s a total of 13
games. Currently, the 14th game pits teams 1 vs. 2, 3 vs. 4,
5 vs. 6, 7 vs. 8 and 9 vs. 10. See Appendix A for a the
schedule we use. The play-offs are divided into two brackets;
Super Bowl bracket and Toilet Bowl bracket. Each bracket has a
wild card game to eliminate one contestant in week 15. Week 16
is the semi-finals and week 17, the consolation and championship
games.
Currently, fees are $160 per team. This provides a prize pool
of $1,530 and $70 for the commissioner.
A player
draft is held at the beginning of each season and, currently, is
held on the Saturday of the weekend before Labor Day at 9 am.
All fees are due at that time.
DRAFT MEETING
Since
owners pretty much stay the same from year to year, we draft
based on the prior years record; worst record drafts first, and
so on, just like the big boys! Unlike the big boys, however,
positions reverse for each round with position 10 drafting 11th
and position 1 drafting 20th in the second round. The 3rd round
has the same order as the first. And for each round thereafter,
positions reverse in this way until the draft is complete.
We use
an another interesting feature not used by the NFL. Any team
can pass its turn in the first round and can pick at any
position he wants. That’s assuming, of course, the rest of the
teams don’t pass as well! In which case, of course, he must
pick in his original position. For example, let’s say position
4 chooses to pass. Position 5 can than pick, or pass as well.
After that, Position 4 gets to choose again. If he still wants
to pass, he can do so. And he can continue to do so till
position 10. He must, of course, choose then. Position numbers
thus established in the first round are then maintained for the
remainder of the draft.
Once a
position is announced that owner has 60 seconds to make his/her
pick. This continues for 30 rounds or until no one wants to
draft another player. A team is made up the following
positions: coaches, kickers, quarterbacks, running backs,
receivers, defensive lines (maximum of three on draft day),
defensive backs, offensive lines and special teams.
STARTING LINEUP
Keep in
mind a starting lineup is made up of:
1 coach (team)
1 kicker
1 quarterback
3 running backs
3 receivers
1 defensive line (team)
1 defensive back (team)
1 offensive line (team)
1 special team (team)
Changes
to your starting lineup must be submitted to the commissioner
each week. As an alternative, you may notify an assistant
commissioner or your opponent (however, each owner has the
ultimate responsibility of making sure the commissioner has his
changes by Monday night). In any case, changes must be
submitted to a commish or your opponent before kickoff of the
first game of the week; be it Thursday, Saturday or Sunday.
FREE AGENTS
An owner
can draft an undrafted player at any time after draft day. That
player is immediately eligible to start the next game. Keep in
mind, only 30 roster spots are available. And players can not
be released. So once your roster is full you are no longer
eligible to draft free agents. Unless you open up a spot
through a trade (see TRADES) or place a player on injured
reserve (see INJURED RESERVE).
Once all
free agent draft requests for the week are received (by the
first kickoff of the week) the commish determines who is
entitled to who and adds those players to existing rosters. If
more than one owner drafts the same player the successful
drafter is drawn from a “hat.” You may indicate your second,
third, etc. choice in case you don’t get your first choice.
Example one: You want one back. Your first choice is
Mario Bates. But in case you don’t get him, you list Gary Brown
as your second choice, Steve Broussard third, and so on.
All first choices are drawn first. So if someone else
has Gary Brown, your second choice, listed as their first
choice, you wouldn’t have a shot at him and your third choice
would become your second. Example two: You want two
backs. Same choices as in example 1. In this case, since you
want two backs, both Mario Bates and Gary Brown are first
choices, and you would have a shot at both. If you miss out on
Bates, and get Brown, Broussard becomes your second choice
behind Bates, provided, of course, someone else doesn’t have
Bruiser listed as their first choice. Clear as mud, right!
INJURED RESERVE
You can
put a player on injured reserve at any time. You can only have
three players on injured reserve at one time. A player put on
injured reserve must remain there a minimum of three consecutive
weeks.
TRADES
During
the first 8 weeks of the regular season you can trade any
player(s) to another team for any player(s) from that team. In
order for the players involved in a trade to be eligible for the
current weeks game, the commissioner must be notified and the
trade approved at least 2 days prior to the first kickoff of the
week. A trade may be nullified by a vote of the three
commissioners should they deem that trade not to be in good
faith or a detriment to the League.
An owner
can open up a roster spot if he can negotiate a trade of 2
players from his team for 1 player from another. Again, the
trade must be approved by the commissioner at least 2 days prior
to the first kickoff of the week. Obviously, any trade
involving more players from one team than the other will open up
a roster spot(s) on one of the teams.
Any
player on injured reserve must remain on injured reserve for the
required time (3 weeks) even if traded. All party’s need to be
aware of the IR status of a traded individual.
SCORING
See
Appendix B for scoring chart. Currently we use the Lewiston
Tribune to post scores each week. If a sutuation arises where
someone knows the Trib stats are incorrect, the commissioner
will accept virtually any documentation so stating.
Documentation may have to be in hard form; that is, in writing,
on film or the like.

Division
winner I is the Division winner with the best record. The
remaining Division winner is, obviously, Division winner II.
The playoffs open the 15th week of the NFL schedule with the
bottom 2 teams in each bracket playing in Wild Card games. In
the second round, the Wild Card winner in the Super Bowl bracket
plays team 1 while teams 2 and 3 play. Similarly, in the Toilet
Bowl bracket, the wild card winner plays team 6 as teams 7 and 8
square off.
Finally,
in week 17, the semi-final winners in each bracket play for that
bracket’s championship, while the semi-final losers play in
consolation games.
In case
of ties, following is the tie-breaking procedure:
1- Won/loss record, head to head
2- Total points, head to head
3- Total points
4- Divisional record (if in
same division)
5- Highest bid by an owner,
with the low bidder earning the high bid.

In
addition to these moneys, at the draft meeting each team owner(s)
establishes a side bet he is willing to make on every game.
This bet consists of an amount per game and an amount per
point. The same bet is made on every game. Obviously, the
lower of the 2 side bets each game is the active bet. Owners of
opposing teams each week can adjust these bets as agreed upon.
