You will find that doing VT interviews quarterly will give you the opportunity to offer instruction and personal teaching moments where the Spirit will attend and touch the sister if you have to recommend changes.  Encourage the VT to keep all confidences so members will be comfortable seeking help if they really need it.  Many of us fear that what we say will be discussed with others or gossiped about; of course, serious needs should be reported to the RSP or branch president.  I am a member  of a branch also and know what you are  experiencing.  Just a general thought on the subject of closeness:  have a lot of service projects where sisters work together  and you will see a new closeness develop.  It's these informal settings that let us get acquainted on a more personal level.

Here is a question form we have been working up over the past couple of years to help us question the sisters.

Do you pray for the sisters under your stewardship?
Do you pray before going to visit each sister?
Are you able to get into each sister’s home with ease?
Are you able to give the visiting teaching message each month?

Do you have other contacts with your sisters besides the monthly visit?
Do your sisters attend church?
Do your sisters attend homemaking meeting? Are there any problems or concerns with the sisters you visit?
Are there any problems or concerns with the sisters’ families?
Are there any problems or concerns with your companion?
What goal would you like to set to become a better visiting teacher?
Why are you a visiting teacher?

We also pray with them at the beginning and end of their interviews, and try to keep them to 15 minutes apiece. Signup sheets have had mixed success. People are always forgetting or changing their minds, and the primary and young women leaders needed their own sheets, juggling all the sheets can be a royal pain. Anyway, good luck. I have a testimony that personal, face-to-face interviews with the sisters does help the sisters to catch the spirit of visiting teaching, and gives the presidency a feeling for the sisters in their ward that can not be achieved in other ways.
