The Royal Malaysian Customs Department of Perak is generally responsible in collecting indirect taxes as follows:-

  • Import Duty
  • Export Duty
  • Excise Duty
  • Sales Tax
  • Service Tax
  • Windfall Profit Levy
The Customs Department also provides facilities to support the industrial and tourism sectors which are growing rapidly in Perak. The Department is also responsible in controlling any attempt to cause losses in the country's revenue.

1. PERSONEL AND ADMINISTRATIVE UNIT

INTRODUCTION

This unit is responsible for the administration of services and developing human resources in order to produce a solid, proactive and quality administration. It will implement strategies and plans to from time to time to achieve its responsibilities.

OBJECTIVES

  • To develop a working culture of loyalty and active co-operation among customs' personel in all matters of managing service and administration of human resources.
  • To improve the ability of administrating personnel, management and finance of the department so that the development of human resources matches the development of the country's economy.
  • To increase the ability of the department's management by using sophisticated information technology in order to provide a more efficient and effective service and at the same time enhancing the department's image of excellent working culture and professionalism.
  • To expand and improve the minds of employees by providing modern communication equipment appropriate with the changing circumstances.
  • To improve and expand the personnel administration and management implementation skills in accordance with public service and administration principles.
  • To improve the services provided to the department's clients by updating the system of storing and circulating information to ensure rules and regulations are complied accordingly.
  • To create a complete and updated system of the department's employees' profile.
  • To produce and develop personnel who are constantly aware of progress and are proactive by providing proper and planned training in accordance with the growth of human resources and the department.

3.ONE-STOP LICENSING

  • To centralise licensing applications under customs' law.
  • Manufacturing Licence under Section 13(1) Sales Tax Act 1972.
  • Service Tax Licence under Section 8(1) Service tax 1975
  • Manufacturing Licence, Warehouse Licence under Section 20 and 25 Excise Act 1976.
  • Warehouse Licence under Section 65 Customs Act 1967.
    • Private/Public/Pekema Warehouse Licence under Section 65 Customs Act 1967.
    • Licensed Manufacturing Warehouse Licence under Section 65/65A Customs Act 1967.
    • Duty Free Shop Licence under Section 65D Customs Act 1967.
    • Inland Clearance Depot under Section 65E Customs Act 1967.
    • According to the Department General Order No. 86 dated 1 Julai 1998 the licences stated below are approved by the Urusetia CD/ Kastam.
      • Vessel Licence under Section 49(1) and 49(3) Customs Act 1967.
      • Jetty Licence under Section 30 Customs Act 1967.
      • Permission To Use Jetty under Section 33 Customs Act 1967
      • Forwarding Agent Licence under Section 90 Customs Act 1967.
      • Shipping Agent Licence under Section 90 Customs Act 1967.
      • Licence To Import Liquor and Tobacco under Regulation 18 Customs Regulation 1977.

  • To facilitate communication between the public and the department in processing licences and other custom matters.
  • To create a standard system of processing for all licences.
  • To fasten the process of licensing to be in accordance with the client's charter.
  • To provide advice in relation to licensing procedures, licensing terms, licensee's responsibilities and facilities under customs laws and regulations.
  • To prepare monthly and yearly statement of licences approved.
