READ THIS:  THE BELOW LETTER WILL BE PROVIDED UPON ENROLLMENT INTO THE CHILD DEVELOPMENT CENTER PROGRAM.  AS YOU WILL SEE, THE LETTER ONLY ADDRESSES THE "FEE SCHEDULE".  THE REST OF THE ENCLOSURES WILL BE PROVIDED THEN.  THE LETTER IS ONLY PROVIDED FOR YOUR INFORMATION AND WHAT YOU CAN EXPECT.  SINCE THE FEES ARE FOR THE SCHOOL YEAR OF 2000, THEY SHOULD BE GOOD UNTIL AT LEAST 1 OCTOBER 2000.

NOTE 1:  Patrons will be charged a flat hourly rate of $3.00 per hour or any portion thereof.
 
NOTE 2:  Those responsible for school age children will pay the hourly rate for additional hours when DOD schools are not in session.   In the event of extended school breaks, such as Christmas and Spring Breaks, where services are required 5 consecutive days for full day care, the full day fee rate will be paid.  Also, reserved space must be made when DOD schools are not in session.

1.  The Military Child Care Act (Public Law 101 - 189, Section 1504) required DoD to prescribe uniform fee regulations for military Child Development Centers (CDC).  Total family income is verified annually and individual fees adjusted accordingly.  Annual registration guidance is further addressed in ref (a).

2.  DoD has established a new fee schedule, per end (1) for school year 98 that will go into effect 24 November 1997.

3.  Part day and full day fees are based on combined total family income.  The patron must show proof for reduced rates.  Parents not required to pay federal income tax, (foreign employees authorized use of child care facilities, foreign earned income, etc.) will show proof of total combined family income or be placed in the highest fee range. Individual family fees will not be adjusted as a result of changes in family income during the year, nr will patrons who became separated or divorced during the year receive changes in their child care rates. Adjustments will occur annually upon Child Development Programs (CDP) notification of fee implementation. Fees are not reduced for absences, vacations, short term emergency closure, i.e., typhoon, power outage.

4.  Total family income includes all earned income including wages, salaries, tips, long-term disability benefits, combat pay, voluntary salary deferral, retirement or pension income, quarters allowances and subsistence allowances received by a military or civilian member, pay for service in a combat zone and anything else of value, even if not taxable, that was received for providing services. Quarters allowances and subsistence allowances mean the Basic Allowance for Quarters and the Basic Allowance for Subsistence received by military/civilian personnel and the value of meals and lodging furnished in-kind to military/civilian personnel residing on military bases. Foreign earned income will be added to total earned income.

5.  Total family income does not include variable housing allowance (VHA) and cost of living allowance (COLA) received in high cost areas, alimony and child support, temporary duty allowances or reimbursements for educational expenses, veterans benefits, workers compensation benefits or unemployment compensation (insurance).

6.  To receive reduced rates, military/civilian personnel will provide a copy of their most recent Leave and Earning Statement to CDP.  Military income includes base pay, Basic Allowance for Quarters, and Basic Allowance for Subsistence.  The most recent copy of the spouse's W2 or
Leave and Earning Statement is required for nonmilitary personnel. Each family must provide an application for reduced rates per enclosure (2).

7.  CDP will verify hardship cases on a case-by-case basis. The individual requesting hardship consideration must prove hardship and be able to exhibit personal financial records documenting the hardship. The documentation must be staffed through the patron's command and CDP to the Commanding General, Marine Corps Base for approval.

8.  Fees for full-day care are based on a maximum ten hour day. In the best interest of children, care is limited to ten hours daily, unless duty assignments or commuting distances of both parents require longer hours. In those cases, the sponsor and spouse may verify need on a case-by-case basis through their commanding officers. Patrons requesting extended service must submit a letter per enclosure (3) for each extension. Extensions may be requested on a one time only basis, such as when a particular duty day runs lengthy due to job requirements. On other occasions, patrons may anticipate their requirement for extended service on a more regular basis. In such cases patrons can request extended care for up to 120 days from date of request. Documentation from both family member's commanders will be required for verification. Requests for extensions must be turned in to CDP prior to, or on the day of required services. Service will be provided during normal hours of center operation, 0630-1800.

9.  According to ref (a) and (b), dual and single military will each complete a long term and short term family care plan and provide copies for their child's file, per end (4). Additionally, patrons will provide a health assessment for each child attending any Child Development Program, per end (5). Children will not receive service until all required documents are received. Spaces will not be reserved for patrons who are not fully registered.

10.  Income verification described above and reduced rate applications must be provided to your current Child Development Center at the time of recategorization to receive reduced rates. Those not providing the appropriate documentation will be placed in the highest category and categories will remain unchanged until FY 99 annual registration.
