Electronic Permits
You should periodically review your divisions covenants and the Peaceful Valley By-Laws for more indepth information.  Here is a list of the covenants related to Permits.
Culvert Permit Regulations
Request for installation of a culvert must be made to Peaceful Valley.  The site must be inspected and approved prior to work beginning.  The pipe must be made of approved material.
a.) All ditched and culverts within Peaceful Valley have a Utility Easement; therefore you must be aware that Water District #13 and other utilities have access over and across these areas.  This information can be found in the Peaceful Valley Country Club (PVCC) Covenants for:
Division 1 - VI(A.) Easements and Reservations
Division 2A - VI(A.) Easements and Reservations
Division 2B - Section 5 Utility Easement Reserved
b.)
You must obey all county regulations regarding filling in your ditch.
c.) Only County approved material will be acceptable for construction of culverts.
d.) Upon completion of culvert installation, you will have unobstructed open ends that can be seen unless you have connected to an existing approved culvert.
e.) No Fill-ins will be permitted without proper installation of an approved drainage pipe.
Fence Permit Regulations
Peaceful Valley will abide by all Whatcom County Regulations pertaining to fencing of privately owned property.  If trees need to be removed to allow fence construction, a Tree Removal Permit must be submitted.  These regulations apply to all divisions.
1. Refer to PVCC Covenants Section V. Architectural Control Committee for the following guidelines:
a.) The PVCC Architectural Committee must approve all fences.
b.)
Approved "like new" material shall be used for fencing.
c.) Fences shall not exceed 4 feet in height on the front of the property.
d.) Fence height along the sides and back of the property is at the discretion of the Architectural Committee.
e.)  The lot owner shall be responsible for a lot survey or lot plan and be able to show property stakes prior to approval of the fence permit (this can be accomplished through the lot plan).
2.  Fences shall be allowed along lot lines in accordance with PVCC Covenant II Architectural Control.
3.
Minimum setback requirements may be varied or modified by the PVCC Architectural Control Committee in cases involving lots of unusual configuration or lots abutted to more than one street in accordance with PVCC Covenant I (3.) Building Restrictions.
4.  Refer to PVCC Covenants Section VI Easements and Reservations for the following guidelines:
a.)
The utilities right of way easement shall remain accessible and open.
b.)  Utility easements within your property must be accessible through the installation of a 10-foot wide drive through gate.  (Your property deed will show any easements.)
Structure / Building Permit Regulations
1. Prior to construction, placement or alteration of any structure, a PVCC Building permit as wll as appropriate Whatcom County permits must be obtained (PVCC Covenants II Architectural Control). Building less than 10" x 10" may not require a county permit, but will require a PVCC Structure / Building permit.
2. Each request for a structure permit will have a diagram attached showing the following:

a.)
The lot configuration including dimensions of lot size.
b.) Proposed structure dimensions.
c.) Culvert / driveway location.
d.)  Water / Sewer location and depth.
e.) 
Existing structures including fences.
3. It is the responsibility of the lot owner to locate and provide proof of all property lines.  If the original property stakes cannot be located, the lot owner is solely responsible to have the lot surveyed by a professional survey firm.
4. The following regulations apply for a Structure / Building permit:
a.) No structure shall exceed two stories in height.  (PVCC Covenants I (A-1) Building Restrictions)
b.)
The exteriors of all structures shall be constructed of like new material approved by the Architectural Control Committee.  (PVCC Covenants I (A-2) Building Restrictions)
c.) 
No structure shall be constructed or placed within five (5) feet of the side boundary of the lot, thirty (30) feet of a street abutting a lot, or thirty (30) feet of the lot line.  Minimum setback requirements may be varied at the Architectural Control Committees discretion. d.) All dwellings (homes) must connect to Whatcom County Water District #13 water and sewer.  (PVCC Covenants I (A-4) Building Restrictions)
e.)
Construction shall be completed on the exterior of a structure within six (6) months of commencement.  (PVCC Covenants I (B) Building Restrictions.
f.)
Each dwelling structure (house) shall have a minimum of twelve hundred (1200) square feet of enclosed area devoted to living space.  (PVCC Amendment to Division 1 and 2A 1990203930)
