Because the question has never been how to prevent social changes from happening, but how to channel them to come about through civilized ways, the patronizing for years of reactionaries did not do any good but turn genuine popular revolutions into degenerated hardline neofascist or neostalinist tyrannies.

   Watch out !!  The insurrectional style chaos on March 26/28, 1999 in Paraguay -shamelessly called 'paraguayan march'- that put back in power our native neofascists, today is dangerously justifying the position of our residual neostalinists ready for action.
   Any acute researcher tracing our process since the '40 -thru our political groups' evolution- will surely find that
these socalled 'democratic forces' ('headed' by Gonzalez Maucchi until aug. '03)(36') are wholly linked to the reactionary liberal-febrero-comunista alliance defeated in 1947 by the civilian Colorado Army.
  
   Also, the way things are today in Paraguay under an illegitimate government, the socalled 'state reform' without control, is going to be just the appropriation of the state enterprises by our fraudulent 'businessmen', bringing even more poverty to the country.
   There can be numbers of primary or even national elections ahead, but is unlikely any pacification (highly needed for normalization and stability) as long as we have a dominant political clique sistematically and suggestively obstructing the investigations on
Prof. Argana's shooting and the horrendous Plaza massacre; obviously foundations for its stay in power by blaming it all on Gen. Oviedo and Oviedismo.
   Now, Oviedo's comeback worries the usurpers. Gonzalez Macchi's assistants have been saying officially that they want Oviedo extradited.
However, when the UNACE leader willingly freed the way to the extradition process, a rictus of concern was evident on the faces of the regime's main advisors.

   Finally, as a crowning touch we had
the Brazilian Supreme Tribunal decision (12/18/01) to free Gen. Oviedo, rejecting the petition for his extradition made by the paraguayan rulers and calling it 'just political persecution'.    
  


                 Paraguay's leading role in the formation of the Plata civilization is an extremely important fact to take into account, for the unlimited reaching potential that can have in the region an autonomous revolution centered around
Asuncion (1537), motherland of spanish conquest and stronghold of Christianity in South America.
   "No european conquest in the Americas was as humane as the conquest of Paraguay".

Unlike the way it happened nearly everywhere else in the Americas -North, Central & South- paraguayans are not the result of aboriginal extermination or segregation, but of an unequal racial integration between the spaniards and the Guarani indians.
   In other words, neither are we the descendants of purely transplanted foreigners, nor descendants of the raped native women.

   Furthermore,
it was originally an expedition that came down the river from Asuncion that permanently founded Buenos Aires (1580), Santa Fe, Corrientes, etc.
   Beyond ephemeral life events, just as individuals do, communities carry along with themselves their physical and metaphysical past experiences which define their distinctive and transcendent destinies.
   The inherent vitality in our people that has also overcome genocidal devastation and terrible wounds, make us certain of its indisputable regional keyrole -sooner or later- as we enter a new historic age.
   To today's dominant transnational economy -for the sake of humanity- the answer has to come necessarily from economic blocs established by the national states in order to fairly participate in the world shopping center.
   And it's not an illusion to think that under more favorable winds, as the Cold War effects are finally gone, Paraguay politically normalized, may yet again become -as in the past- a social catalyst to the Plata's nations heading towards emancipation.
