PARAGUAY:
Pres. Lugo seeking legitimacy
In Latin America and the rest of the Third World, genuine democratic movements like ours in Paraguay, have been striving long to break the existing oppressive feudal structures, true mediums for illegitimate powers open to all kind of dangerous penetrations, horribly materialized today as drugtrafficking/ kidnapping & hijacking terrorism.
Coca, marihuana, etc ... simply took the lead over other cashcrops, in some of our neocolonial -monocultural- economies. That's it.

During the Cold War years, both superpowers -USA & URSS- conveniently used each other (communism or capitalism) as 'the international enemy' or 'justification' to sustaining 'friendly' but illegitimate powers in their respective areas.
Today's post Cold War globalization -among other things- turned 'the international enemies capitalism & communism', into one:
drugtrafficking/ terrorism.
The socalled 'War on Drugs' and now
the 'witch-hunting' on the arab community, since the criminal attack on the World Trade Center's Towers (9/11/01), are based on the very Cold War's blind mentality as a cover-up for a major problem in our underdeveloped countries: usurpation of power by illfated cliques, the real root of terrorism.
AMERICAN INTELLIGENCE ??? The US-backed insurrectional style chaos on March 26/28, 1999 in Paraguay, the parliamentary coup pushed by our native neofascists (Gonzalez Maucchi, Wasmosy, the Arganas, Galaverna, Duarte Frutos, Filizzola, De Vargas, and Cia.) .... today is dangerously justifying the reaction of innocents toward a social explosion. Besides ... the obscure manipulation of Cecilia Cubas' killing -by our former puppet government- to drag us into the craziness of the 'war on terrorism'...
This is the violent scenario inherited by Pres. Fernando Lugo Mendez.

If that is the case then, there couldn't be any national pacification without bringing first to justice
those who premeditatedly masterminded or concealed the orchestrated shooting on Vice Pres. Argana (dead body) with its tragic results: chaos, plaza massacre, fall of elected president Cubas, persecutions, tortures and a miserable present for Paraguay.

The Brazilian Supreme Tribunal unanimously freed colorado leader Gen. Lino C. Oviedo, rejecting the petition for his extradition made by the paraguayan government and calling it 'just disguised political persecution'.

Oviedo was detained in Brasil since June 11, 2000 after leaving Argentina because of the incoming De la Rua's reactionary government.
