As it has happened elsewhere; here were those
arganista (stronista) factions or economic groups more deeply involved with the former regime, who -for the May '93 Elections- led the socalled 'fight against corruption' getting even to a degree of questioning the political legitimacy of the transition process and the Armed Forces real guaranty for democracy.
  
For the May '98 Elections and thereafter it was already the Liberal-Wasmo-Arganista alliance who trying to remain in power at all costs started promoting an aggressive and vast process of distabilization against the incoming Cubas' Administration, the most legitimate in contemporaneous Paraguay.
   But obviously, the roots are in April '96, the socalled 'Oviedo's coup attempt'.



The whole crisis of April 22/23, '96 initiated with a barefaced earliest announce on it, by the American Embassy -not even taking care of the outward forms to let the Executive make it- widely coordinated thru the medias (though uptodate not having any evidence of credibility the then official account) give us plenty of certainty that that was in fact an orchestrated 'coup attempt' to implicate Oviedo so as to keep-making him as a snow ball, 'the internal enemy'. Such a Cold War's style paranoia created, was in itself the real coup pushed by obscure international forces possessing already President Wasmosy in order to undermine Coloradismo thru institutional distortion.
  
It was the official reinitiation of the witch-hunting policy of mid '50.

Going even further back, on Feb. 2/3, 1989, the way developments took place then, made it already clear at military level, the two well defined lines:
--The establishment, headed by Gen. Rodriguez with an inmediate support of the 'political class', in its vast majority accomplice of the tyranny over the years and
--The young officers, idealist, institutionalist and progressive by nature, real actors of the stronista military fall but then still without political expression.

   Also it's quite clear now, that the failed premature operation to catch Stroessner that night on Nata Legal's home -fully out of program- far from well intended, was rather a lattest attempt by the regime -via Gen. Rodriguez- to avoid the young officers' imminent protagonism which couldn't be stopped anyway.
   That action was supposedly to save lives. But on the contrary, in losing the 'surprise factor', we added another unnecessary bloodshed to our long search for nationhood.

  
The April 22, '96 crisis was the result of the retardatary liberal-wasmo-arganista group's manipulation, associated with the Cold War's residues: Mr. Service and Cia. thru their native puppets network (journalists, politicians ...) and created the desired pseudoinstitutional 'justification' for the open persecution to Gen. Lino Oviedo, a natural leader to the young officers, direct responsible for our democratic aperture in Feb. '89 and latent threat to the old establishment.
  
Among those native puppets used to distabilize our democratic process we had: Demetrio Rojas, Benjamin Fernandez Bogado, Humberto Rubin, Estela Ruffinelli, Mina Feliciangeli, Victor Benitez, Jose N. Morinigo, Carlos Martini, Juan C. Wasmosy, Juan C. Galaverna, Nicanor Duarte Frutos, Walter Bower, Luis Gonzalez Macchi, Bader Rachid Licchi, Jose A. Planas, Juan E. Villamayor, Luis Castiglioni, Luis A. Mauro, Marcelo Duarte, Euclides Acevedo, Domingo Laino, Luis Guanes Gondra, Francisco J. De Vargas, Silvio Ferreira, Franklin & Alfredo Boccia, Gonzalo Quintana, Jorge Vasconcellos and others.
