Right after the overwhelming popular support to the formula Lino Oviedo - Raul Cubas in the Colorado Primaries on Sept. 7, 1997, we had the most detestable actions by the Laino-Wasmo-Arganista clique: (29) -Unclear 'disciplinary arrest' of Oviedo -because of his political expressions- ordered by President Wasmosy. -Criminal assault on Oviedo's home by masqueraded paramilitaries, presumibly ordered by Wasmosy (Oct. 30, '97) -Oviedo voluntarily turns himself in and is kidnapped (Dec 7/8, '97) -Perverse orchestration -by the Executive- of an unconstitutional 'special tribunal', in peace time, to judge for the second time -on the same case- Oviedo, a retired military officer (Dec. '97) Oviedo had already been acquitted by the Civil Justice. -The most visible coup attempt by Wasmosy, when judge Cohene tried -via Habeas Corpus- to determine the lawfulness of Oviedo's detention (Feb. 1/2, '98) Since Sept. 22, '97 (proclamation of the primaries's winners: Oviedo-Cubas) thru Aug. 15, '98 (inauguration of Cubas) it was permanently latent, openly said and wished by the losers, the socalled 'preventive coup to save democracy' by forcibly stopping 'authoritarian Oviedismo' from assuming. Euphemisms (doublespeak) and distortion everywhere saturating our medias ... challenging people's will ... What a shame! The conspiracy was openly underway. That was to be -in other words- simply a real self Coup D'etat: destroying democracy to supposedly 'save democracy'. -And finally the disqualification of Oviedo as a candidate made by the Supreme Court barefacedly endorsing the null 'special tribunal's sentence' against him (Apr. 17, '98) The opposition nominee Dr. Domingo Laino -cowardly- instead of freely competing with Oviedo for the presidency, was in the plot thru his friends in the instrumentation of the Supreme Court. It has to be mentioned though that from the beginning our most recognized law specialists: Gabriel Lebron, Miguel A. Pangrazio and Alejandro Encina Marin, strongly opposed the perversion of the Judiciary by indecent clowns such as: Paciello, Rienzi and Cia. After President Cubas' inauguration (Aug 15, '98) in a close complicity, the Legislative, the Judiciary and most of the medias against the incoming Executive, made this appear 'authoritarian', just for trying to keep within bounds their abuses. On August 18, 1998, constitutionally, President Cubas, thru Decreed 117 exchanged the Court Sentence (4/98) 10 and 3 years in prison respectively against Oviedo and Bobeda for 3 months arrest each. Then, convoked a new Military Tribunal -keeping though some of its former members- which plenty accquitted Oviedo and Bobeda following the highly expected free deposition of Gen. Sindulfo Ruiz Ramirez, also persecuted by Wasmosy for the alleged 'coup attempt' in April '96. On December 2, the Court thru Accord and Sentence 415 declares Decreed 117 'unconstitutional' and order the enforcement of its Sentence (4/98) On December 4, President Cubas thru Decreed 1200 says that the Sentence (4/98) was imposible to be enforced because Gen. Lino Oviedo and Col. Jose Manuel Bobeda had been already freed in the corresponding military sphere where their case belongs. On February 5, 1999, is reinitiated the manipulated Court pressure on the Executive and the Electoral Justice Tribunal for the 'compliance with Sentence 415'. On February 25, the Court asks the competent penal judge the prosecution of the President for not complying with Sentence 415. On March 23, vice President Argana 'is shot dead' in a confucing and still unsolved circumstance. |
