Westley Allan Dodd lived in Seattle, Washington and started sexually abusing children when he was 13 years old.
His first victims were his own cousins.
His victims were all children below the age of 10 years, some of them 2 or 3 years old.
Westley became more deranged the older he became and used his closet to hang a small boy.
When he was arrested Police found a home made torture rack, thankfully un-used.
Westley became so deranged he had notes about castrating his victims and eating their genitals.
