CARIBE Y EL CONTENCIOSO CON GUYANA EN LA POLÍTICA EXTERIOR VENEZOLANA:
CONTRASTE DE DOS TIEMPOS

Resumen: El artículo pasa revista a los giros de la
política exterior venezolana hacia el Caribe a partir del establecimiento
del régimen democrático en 1959, inscribiendo dentro de ella el tratamiento
dado al contencioso que por razones territoriales mantienen Venezuela y
Guyana. Se presentan las líneas de acción ejecutadas durante el período
democrático representativo contrastadas con las del gobierno “bolivariano”.
Queda en evidencia que el Caribe permanentemente ha sido incluido en la
agenda de acción exterior venezolana, primero dentro de un esquema de
contención a las aspiraciones de expansión de Cuba, y desde 1999, como parte
de la alianza del gobierno “bolivariano” con el gobierno comunista
encabezado por Fidel Castro.

Abstract:
This article reviews the changes in Venezuelan foreign
policy towards the Caribbean since the establishment of the democratic
regime in 1959. The analysis also includes the position adopted concerning
the territorial dispute with Guyana. The policies implemented during the
period of representative democracy are presented and contrasted with those
of the “bolivarian” government. It is shown that the Caribbean has been
permanently included in Venezuela’s foreign policy agenda; first as part of
a scheme to respond to Cuban expansionism, and, since 1999, as part of the
alliance between the “bolivarian” government and the communist government
led by Fidel Castro.
