| Ho-oh: Once you have beaten the Elite Four, and you are allowed through to Kanto, head for Pewter City. An old man you talk to will give you the RAINBOW WING. Fly back to Ecruteak City and go to the passage way toward TIN TOWER. Keep climbing the tower and at the top you will find Ho-oh. Lugia: Once you have defeated the Rockets in Goldenrod's Radio tower, the Director will give you SILVER WING. Once you have HM06 (Whirlpool) and the badge to use it to head over to the city on the furthest left hand side of the map and surf down into the whirlpool islands. Walk around in the first cave on your left for a bit, and eventually you should find Lugia |
