HOA Rules and RegulationsBOARD OF DIRECTORS The Board of Directors is composed of no more than seven (7) members, elected at the annual meetion of co-owners. Any owner is eligible to become a Board member providing his/her voting rights are not under suspension. The purpose of the Board is to function as a central authority and final court for the members of the Association. CORPORATION MEETINGS Regular meetings are held each month. Please feel free to call for the date, time and place of the meeting. Special meetings may be called at any time by the President or by written request of the majority of the Board. However, there must be at least (7) days advance notice given. A quorum at Board meetings is constituted if at least 50% of the Board members are present. TENANT PARTICIPATION The assistance and cooperation of tenants are vital to the success of our community efforts. Their voice is needed and welcome. With written authorization of the owner, the tenant may exercise the owner's vote at the annual meeting. Each owner shall be entitled to one vote for each lot owned. In the event that any townhouse owneer shall be in arrears in the payment of any amount due, or in default in the performance of any of the terms of the Declaration of Covenants, Conditions, and Restrictions, for a period of 31 days or more, that unit owner's right to vote shall be suspended until payments are brought current and all defaults remedied. A tenant may exercise the owner's vote with the written authorization of the owner. MANAGEMENT COMPANY Orangewood Townhomes' management company is chosen by the HOA Board of Directors and is therefore subject to change. Please see this website's index page for the name and address of the current management company. If you have any questions concerning Orangewood Townhouses, call or write our property manager and the office staff will gladly assist you. If they cannot, they will bring your questions and/or concerns to the Board of Directors to be resolved. RESIDENT MANAGER There is no resident manager at Orangewood Townhouses. All requests for service, maintenance or repairs of the common areas should be directed to our offsite property manager. EXTERIOR MODIFICATIONS No planting or gardening will be done except in the individual patios. No additions, fences, lighting, hedges or walls will be erected, maintained, altered or painted except such as are installed with the approval of the Board of Directors. All proposed exterior changes must be submitted to the Board of Directors in writing and no exterior changes will be made without prior written approval of the Board of Directors. All clotheslines, equipment, or storage areas must be concealed from the view of the streets or sidewalks. The fences surrounding the patios shall not be oiled, stained, painted or treated without prior written approval of the Board of Directors. The purpose of this rule is to maintain the architectural integrity of the complex. If exterior change violations are noted by the Board of Directors, the Board will request, in writing, that the homeowner remedy said violation. If the violation is not remedied within ten (10) days, property management will be notified to remedy the violation and the homeowner will be billed for the remedial costs and subject to the lien provisions as set forth herein. PATIO COVERS All patio covers must have: 1) approval of the Board of Directors; 2) must have met the building codes of the City of Glendale; and 3) a building permit must be obtained from the City before any construction can be started. Owners must submit complete plans and specifications with their request to add this cover. The maximum height of the patio covers shall not be higher than the bottom of the second floor. ANTENNAS AND SOLAR PANELS No antenna will be permitted to be installed unless it meets the written standards for antennas as set by the Board of Directors. Prior written approval must be obtained from the Board of Directors. All approved antennas and solar panels installed become fixtures and can not be removed by the homeowner. All existing antennas and solar panels will be inspected by the Board of Directors for compliance with the written standards for antennas and solar panels. Those antennas and solar panels that do not comply are subject to removal by property management and the homeowner is subject to the lien provisions. In all cases, the antenna should be no higher than five feet at the highest projection, and no closer to the front of the building than fifteen feet. Owners will be responsible for damages to roofs caused by installation of antennas and solar panels. SCREEN DOORS - SUN SCREENS - AWNINGS - FREE HANGING SHADES Where double doors are involved, both doors must be screened. No external awnings or free hanging sun shades of any sort shall be allowed except inside patio enclosures. Use of aluminum foil, blankets, sheets, flags is forbidden. Bare windows are also forbidden. The following colors for screens and screen doors have been approved: various colors of grey, brown, and black. DAMAGES AND DISTURBANCES Adult residents are responsible for damage incurred because of their guests, children, or children's guests. Orangewood Townhouses property belongs to you. Please treat it as you would your own. All residents are responsible to stop mischievous acts and report them to the property manager promptly. To help protect yourself and the residents of Orangewood Townhouses from damage and inconvenience, please lock your car when it is not being used, padlock your circuit breaker box, and turn on outside lights at night. A well-lit area is a deterrent to vandalism and pilferage. No residents or guests shall permit audio or video equipment to be loud enough to disturb other residents, either from their residence or from any common area of the complex. PETS Two (2) dogs, cats and other household pets may be kept, provided they are not kept, bred or maintained for any commercial purposes. Dogs must have ID collars. Residents are urged to walk their pets off the premises. Should their pets dirty Orangewood Townhouses (common area OR owner's patio area), the owner is responsible for cleaning up promptly. A special plea is made to every dog owner: Please clean up after your pet and help us maintain the exterior harmony and beauty, not to mention neighborhood relations. The LEASH LAW is in effect in Glendale and also here at Orangewood. You are not permitted to allow your dog to roam free, regardless of the time of day. In the interest of the animals and the community, residents are requested to avoid keeping large dogs at Orangewood. Reported offenses will be fined. All cats must have ID collars or they will be taken to the animal shelter. Any cat that does not have an ID tag and is caught in a cat trap will be taken. PARKING There is NO parking allowed at the end of any street, firelane, or behind any other parked vehicle. PARKING IS PERMITTED ONLY IN YOUR ASSIGNED PARKING SPACES. No boats, trailers or campers may be parked longer than two hours in the car parking areas. Workmen's trucks are exempt from this rule when they are on business and performing some sort of useful work. VISITOR PARKING Visitors may park in Visitor Parking areas only, and can not be parked on the property in excess of two weeks. SPEED LIMIT The speed limit within Orangewood Townhouses is 10 mph. POOL RULES 1. The gate to the pool area must be kept locked at all times. This is necessary to protect small children and to keep out non-tenants. 2. No bicycles, tricycles, skateboards, roller skates, etc., are allowed in the pool area. 3. No pets are allowed in the pool area. 4. No Frisbees, no beach or rubber balls, no games are allowed within the pool or fenced pool area. Small water games and toys are permitted with permission of current residents using the pool area at the time. 5. No glass containers shall be brought into the pool area. Cigarettes should be placed in the proper receptacle. 6. Running, undue splashing, "horseplay", spitting or obscene language is not allowed. 7. Only persons dressed in swimming suits or hemmed cut-offs will be allowed in the pool. Persons wearing unhemmed cut-offs will be excluded from the pool area, as the frayed ends can cause extensive damage to the pool mechanism. 8. Air mattresses may be used unless they become an annoyance to other swimmers. No styrofoam equipment such as rings, toys, floats, etc. are allowed in the pool. Reason: styrofoam plugs up the filter system. Also, inner tunbes are not permitted in the pool. 9. Residents delinquent on maintenance payments may not use the pool on any basis. 10. Throwing of foreign matter or debris into or about the pool is not allowed. 11. No intoxicated person, or any person having an infectious disease, is allowed in the pool. 12. Children under 14, or older children who can not swim, will not be permitted to use the pool unless accompanied by a parent or adult supervisor. NO LIFEGUARD ON DUTY--SWIM AT YOUR OWN RISK. Children of tenants or owners may not have guests in the pool unless they are accompanied by a parent. 13. No person should swim alone. 14. The pool is for the use of residents and guests of residents. Ineligible, non-conforming or undesirable persons will be excluded. All residents must accompany their guests. Only adult residents (18 and over) may bring guests. FINES First offense - Agent of the Board of Directors will deliver notice. Second offense - Fine of fifty dollars ($50) Third offense - Fine to be determined by Board of Directors and court action to be taken with property subject to lien. If the offense is an endangerment to the residents or the complex itself, the Board of Directors can take action immediately. The owner of record is responsible for their renters, residents and guests and will be responsible for payment of fines and any legal action/expense that may occur. A lien will be placed against any individual unit that is 30 days or more in arrears of the fine payment in effect until all fines are paid in full, including the cost of placing and removing the lien. Any legal or collection fees incurred in collecting delinquent payments must be paid by the owner of record. It is the responsiblity of each and every resident (owner or renter) of Orangewood Townhouses to see that the regulations are enforced. OWNERS ARE RESPONSIBLE FOR SEEING THAT THEIR RENTERS HAVE A COPY OF THE ASSOCIATION RULES AND REGULATIONS.
