The following is a list of Commissioner Journal entries from 1995 to 1997. They explain, in detail, some of the procedures involved with the renovation project. ~~~~~~~~~~~~~
July 10, 1995, from Commissioners Journal # 31, page 140: Jail (Old) Building Adaptive Reuse Study Discussed Architect, Ed Crider and Thomas R. Morganti, Planing/ ED Director, came before the Board to discuss the above titled project. Mr. Crider had prepared some preliminary drawings and a discussion followed. The Board decided to authorize a study of the building in the amount of $7,000; One-half of the cost to came from the General Fund, the other half to be paid by the Planning Commission administrative funds. This, on a motion by Mrs. [Leah] Miller, seconded by Mr. [Ben] Bell. Upon call of roll, all voted yes.
~~~~~~~~~~~~~~~~~~ July 17, 1995, from Commissioners Journal #31, page 152: Jail (Old) Adaptive Reuse Study Authorized Commissioners authorized the Chairman to sign the above titled agreement on a motion by Mr. Bell, seconded by Mrs. Miller, all voting yes...The agreement authorized Illes Architects, Inc. (Edward Crider) to investigate the former Jail building to ascertain potential reuse as additional office spaces. Mr. Crider will be reporting back to the Board with his recommendations.
~~~~~~~~~~~~~~~~~~ August 14, 1995, from Commissioners Journal #31, page 187 Former Jail Rehabilitation Project Review A report from Edward Crider, Architect for the above titled project, presented the Board with a brief narrative overview of the project. The report includes a brief discussion of the National Register of Historical Places and a broad overview of potential costs. No action was taken at this time. A copy is on file.
~~~~~~~~~~~~~~~~~~ August 14, 1995, from Commissioners Journal #31, page 188 Resolution #08-14-95-2 WHERAS, the Ohio Capital Appropriations Budget for the support of public facilities in Ohio Appalachia to fund facilities improvements which will further the arts, recreation, historic preservation, and economic development; and WHEREAS, the Appalachian Public Facilities Improvements Task Force was created to distribute five million dollars ($5,000,000.00) in funding to eligible projects within the counties of Ohio Appalachia; and WHEREAS, The Holmes County Commissioners have determined it to be their responsibility, and in the public interest, to preserve and protect all county facilities especially those listed on the National Register of Historic Places which include the Holmes County Court House and the Holmes County Jail. NOW, THEREFORE, BE IT RESOLVED THAT the Holmes County Commissioners authorize application for funding under the Appalachian Public Facilities Improvements program to assist in the rehabilitation of the Holmes County Jail for the purposes of insuring its preservation as a historic landmark within the community and on the National Register, and BE IT FURTHER RESOLVED THAT the Holmes County Commissioners agree to provide such matching funding as necessary to complete the project as states in the County's application with county monies and/or other funds which may be available to the County as described therein; and BE IT FURTHER RESOLVED THAT the Holmes County Commissioners hereby designate Thomas R. Morganti, Holmes County Planning and Economic Development Director, to submit such applications and other relevant materials to appropriate officials to secure the desired funding to complete the project.
~~~~~~~~~~~~~~~~~ April 15, 1996, from Commissioners Journal #31, page 570 Adaptive Reuse of the Old Jail Facility = Bid Notice Commissioners authorized a bid notice for the above referenced project for inside demolition work at the old jail facility, on a motion by Mr. Baker, seconded by Mr. Bell, all voting yes. The demolition will involve removing additions to the internal structure of the building over the years. After this phase is completed, the final plans will be reviewed and adjusted, if necessary for the reconstruction and renovation portion of the project. The demolition bid notice is to be published May 2 and May 9, 1996, bid opening date is to be May 17, 1996. The Commissioners will review the bids May 20, 1996. Target date for the remainder of the project is August 1, 1996. This is tentative and will be finalized after phase I is completed.

~~~~~~~~~~~~~~~~~ October 31, 1996, from Commissioners Journal #32, page 106 The Holmes County Commissioners met in a special session Thursday, October 31 at 8:00 a.m., with all members present. Commissioner Miller moved to open the meeting, seconded by Mr. Baker, all voting yes. Old Jail Building Renovations Discussed Commissioners met with Kerry Illes and Ed Crider (Architects/Planners for the Project) and Thomas R. Morganti, Planning/Economic Development Director. The purpose of the meeting was to discuss the above titled project and determine what steps need to be taken to move the project along. As stated in a previous meeting of the Board, there were no bids received following the usual published bid notice and at that time a Construction Manager concept was discussed. After receiving an opinion from the Prosecutor's Office that a Contract Manager may be hired after the appropriate advertisement and receipt of proposals, it was decided on a motion by Mr. Baker, seconded by Mrs. Miller, all voting yes, to advertise for a Construction Manager. Thomas R. Morganti will prepare the notice. In another matter relating to the Old Jail, Commissioners authorized the letting of bids for the plumbing/restroom portion of the project to include temporary heating to replace the boilers that will be removed. The notice will be published November 5th, and 12th; the bids are to be opened November 20th at 2 p.m. Commissioners will notify the media. A special meeting of the Board will be held on November 22nd to award the bid. Commissioners authorized the preceding on a motion by Mr. Baker, seconded by Mrs. Miller, all voting yes.
~~~~~~~~~~~~~~~~~~ August 14, 1997, from Commissioners Journal #32 Old Jail Office Building- Interior Paint Commissioners received a recommendation from Kerry Illes and Ed Crider that the contract for interior painting at the new office building be awarded to DEMCO of Medina, with a base bid of $22,879.00. Paint colors and wallpaper have been selected, and the work can proceed as soon as formal award has been made. Mr. Clark moved to award the contract. Mrs. Miller seconded, all voting yes. Old Jail Office Building- Concrete Work On the recommendation of Kerry Illes, Mr. Clark moved to award $9,640 contract for concrete work at the Old Jail to Mid-Ohio Concrete of Holmesville. Mrs. Miller seconded the motion, all voting yes. |
