The Parliament of Novanglia

[This is a draft, or it may be the final version. We'll work this out, as well as
who is on the Parliament, ASAP. This is identical to the version posted by Jeff M. on
the mailing list soon after last game. - E.]

1. Creation of Parliament
- A parliamentary body shall be created consisting of representatives chosen
by the populace at large, regardless of title or land holding.
- Each district, as drawn up by the chancellor, and Mattias Scroop, shall
have one representative, to be chosen by those living within said district
(I know we didn't talk about this, but I was thinking, its neccesary to have
some sort of representation, plus Daniel would suggest it, as it will
guarantee seats for the commoners. If you don't like that idea, we can open
it up to all those wishing to run may do so, with X number of seats going to
the X number of people who recieve the most votes, with each constituent
recieving one vote per seat available.)
- The current Chancellor shall sit on the Parliament as well, and have one
vote, only to be used in the case of a tie, in voting matters. Otherwise,
his roll shall be advisory, to represent the will of the court itself.

2. Powers of the Parliament
- The Parliament shall act as an advisory roll to the Chancellor and Duke,
providing the will of the people, and issuing popular opinion
recommendations.
- In the case of a regent upon the throne as opposed to a Duke, the
Parliament will retain the right to remove the Duke at ANY POINT, with a 3/4
majority vote.
- The Parliament shall act as the sole authority during the transition phase
between the Seelie and Unseelie courts, and will retain the authority to
remain in power, upon unanimous vote of all members, effectively
superceeding a regent or duke in power until a revote is called. Any
Parliament member can call for such a revote at any time, as can the current
Chancellor.
- Each seat shall have one vote in all voting issues before the parliament.
All edicts shall be simple majority rules, except for instances addressed
above.

3. Removal of Members
- In the event of a conduct unbecoming a seated member of Parliament, their
constituents, or the Chancellor can begin a formal inquiry into sadi
conduct. If, when put to a vote before the Parliamentary body, a 3/4 vote in
favor of removal due to unbecoming conduct can be achieved, said seat will
be vacated, and a new representative will be chosen at the earliest possible
convience with a special election from their constituents.
