Point Comparison 5) In the event that a team owner fails to release the proper amount of players, ALL of his Waiver Wire selections will be returned to the Free Agent pool.  Furthermore, that team owner will not be allowed to participate in the Waiver Wire the following week.  This is to prevent team owners from tying up Free Agents so others may not claim them, with no intention of actually adding those Free Agents to his roster.

1) A Team Owner may elect to remove a player from his roster by putting him on IR instead of releasing him.
                             
                    2) Each team has (3) spots available for IR.          
                             
                    3) Players may be placed on IR for (3) weeks, (6) weeks, or the full season.  Once this designation has been made, it cannot be changed.          
                             
                             
                    4) Players on IR may not be released or started.  However, a player on IR can be traded, provided the receiving team has room on his IR to place the player for the remainder of his "injury".          
                             
                             
                    5) Once the IR period has expired, team owners must release a player from their team or release the player coming off IR.          
                             
                             
                    Trades          
                             
                             
                    1) Trade details to be worked out between the team owners involved.          
                             
                    2) Once a deal has been agreed upon between the team owners involved, that trade will be submitted to the Commissioner by EACH TEAM OWNER in separate e-mails.  Once each team has submitted the details of the trade, the Commissioner will inform the league of the pending trade.          
                             
                             
                    3) Every team owner will have 48 hours from the time the trade is submitted by the Commissioner to object.  Objections will be voiced to the entire league. (See below for system to resolve disputes.)          
                             
                             
                    4) If, after 48 hours, no objections have been made, the trade will be complete.  For a trade to count towards the current week, it must be completed and all disputes resolved by 11:00 P.M. Saturday prior to the game.  (So trades should be submitted to the Commissioner no later than 11:00 P.M. Thursday to take effect in the current week.)          
                             
                             
                    Resolving Disputes          
                             
                    1) If a team owner wishes to contest a proposed trade, he should clearly state his reasons for doing so.  All team owners not involved with the trade will then have 24 hours to vote whether the dispute is baseless, petty, and infantile, or whether the dispute has merit.  If team owners do not respond in the 24 hour time period, it will be assumed that those team owners believe the dispute is groundless.          
                             
                             
                             
                    2) After this 24 hour period, votes will be tallied.  If the majority of team owners believe that the dispute is petty and groundless, the trade will be allowed to proceed and the team owner voicing the dispute can expect to be flamed mercilessly.  If the majority of team owners believe that the dispute has merit, team owners involved in the trade will have 48 hours to persuade the rest of the league that the trade should be allowed to proceed.          
                             
                             
                             
                    3) After this second 48 hour period, each team owner will have 24 hours to vote again.  If the majority of team owners still believe that the dispute has merit, the trade will be disallowed.  If the majority believe that the trade is valid, it will then be allowed to proceed.  Again, it will be assumed that those team owners not voting will agree that the trade should be allowed to proceed.          
                             
                             
                             
                    Additional Notes          
                             
                             
                    All rosters will be froze at 11:00 P.M. the Saturday prior to week 13.  Any trades still pending will be disallowed.  Of course, starting lineups can still be changed throughout the playoffs.  Trades will then be allowed again after the OFL Championship game.          
                             
                             
                    Upon the completion of the season, team owners will be able to select their draft position for the following year in the order of their dollar earnings.  The time for the draft for the following year will be announced via e-mail or OFL forum.          
                             
                             
                    An NBA style lottery will then be used to determine selection order for the first round ONLY.  Each team's odds of getting the higher picks will be based on their final earnings.
