NTC-RIV History

 

The NATIONAL TELECOMMUNICATIONS COMMISSION started in 1986 to establish its Regional Offices in addition to the National Capital Region which was then headed by Regional Director Lilia A. BorjalDela Peña.  In an Office Order 8-63-88 dated 22 August 1988,  RD Dela Peña was designated in a concurrent capacity as Regional Director of Region III and Region IV.

Several local officials and congressmen from Region IV requested that the NTC Regional Office should be established in Batangas City, which is considered as the seat of government in Region IV instead of San Pablo City which is surrounded by mountain ranges. Considering that Batangas City was a better site for its monitoring system,  then NTC Commissioner Jose Luis A. Alcuaz, under Office Order No. 56-89 dated

19 July 1989, approved the establishment of the regional office in Batangas City. Immediately, the NTC technical staff represented by Engrs. Emmanuel J. Diesta and Carlos D. Saliuan coordinated with Mr. Augusto Claveria, City Provincial Administrator, for the setting up of a temporary office in the Provincial Capitol which was given immediate approval by then Governor Vicente C. Mayo.

A skeletal force composed of Josephine A. Del Rosario, Gabriel Marcelo Mercado, Nanette Lozada, Aida Carreon, Rosauro Leonor, Elmer Puyo and Teresita Cataluna was created to assist Director Dela Peña in the establishment and immediate operation of the regional office. Courtesy calls were made to the local and provincial officials, the INP/PNP Commander and other national government officials. Information dissemination activities were conducted through TV/radio broadcasts to inform the public of the presence of the regional office.

 Subsequently, the Provincial Government of Batangas during the incumbency of Governor Mayo provided NTC a parcel of land with an area of one thousand (1,000) square meters under a lease contract for twenty five (25) years in the amount of One thousand (P1,000) pesos annually. The agreement was entered into by Commissioner Jose Luis J. Alcuaz and the Provincial Government on 24 November 1989.

Bidding proceedings for the construction of the regional office building were undertaken and the award of contract was issued to the lowest bidder, contractor Romeo Tugano. The  Telecommunications Planning Department, Eng. Albert Acosta, Bema Enriquez, Engr. Bernardo S. Jimenez who were members of the Bidding Committee, Estela Dela Rosa and the NTC-RIV staff.

However, on 11 January 1990, the Commission was informed that funds for the establishment of the regional office will only     

be released after congressional approval for the realignment of funds from the Department of Budget and Management. Since at that point it was already difficult to stop the construction aside from the fact that it would entail additional cost NTC sought the assistance of Cong. Hernando B. Perez of the  2nd district of Batangas, Cong. Magdaleno Palacol and Cong. Joaquin M.Chipeco Jr. of Laguna. The realignment was endorsed by the DOTC and  was finally approved by the DBM. The construction of the NTC-RIV Office Building was completed and inaugurated

The inauguration was attended by DOTC Undersecretary Josefina T. Lichauco, who was then concurrently the NTC Commissioner and in representation of DOTC Secretary Oscar Orbos, Cong. Hernando B. Perez, DOTC and NTC officials and employees, officials from the Batangas Provincial Government, former NTC Commissioner Jose Luis A. Alcuaz, and other guests.      

 Immediately, thereafter, the eighteen (18) personnel of NTC-RIV based on plantilla positions were transferred. Director Dela Peña caused the issuance of an office order for the following personnel to assume their respective functions in NTC-RIV starting in July 1990, namely, Engr. V Eugenio B.Acosta, Engr. III Adolfo Valencerina, Engineer II Elpidio O.Vasquez,  Engr. II Gonzalo Tabarina, Engr. I Rogelio Nuique, Engr. 1 Henry Cueto, Engr.1 Restituto B. Diaz,Jr., Rosauro P. Leonor, Ernesto Inandan, Ma. Carminia A.Puyo, Filomeno Calubiran, Jr., Angela Aragon, Cristina Adarme, and Constancia Alcazar.

 

 It was at this time that Director Dela Peña recommended one of the staff of NCR, then Engr. III Gilbert V. Ramirez, the most senior in the service,  to the position of Regional Director of Region IV. In August 1991, Gilbert Ramirez was designated as Acting Regional Director and later on appointed to the position. During his incumbency, the Additional Work Project in the amount of P996,442.19 for the Regional Office IV was released. The construction of the Conference Room, drainage system, driveway, pavement, additional fencing , backfilling, garage and the employees quarters were undertaken on 18 April 1994.

 

In January 1995, the NTC Regional Directors were reshuffled and RD Dela Pena chose Region IV as her assignment while RD Ramirez was transferred to NCR. Additional employees were hired to replace those that were assigned to the Central Office and other regional offices The other vacant plantilla positions were also filled up.

 

The construction of the Monitoring Extension building was completed in 1997. In 1999, the NTC-RIV Employees Cooperative was established with initial capitalization coming from the employees in conformity with the guidelines of the Bureau of Cooperative. The Records Building Annex was constructed in 2003.

Pursuant to R.A. 3846, some of the licensing and administrative functions of the Commission were decentralized thereby authorizing the Regional Offices to make final actions on said documents/papers within their areas of jurisdiction.

 

The main thrust of  the regional offices is geared towards bringing services closer and more accessible to the public thus, NTC-RIV established field offices in  Imus, Cavite and in Taytay, Rizal which was later transferred to Antipolo and then to Cainta and now at the Central Office.
