Emergency Evacuation Sites Roles and Responsibilities
The Establishment and Maintenance of Evacuation Sites |
| Sault Area Forestry Safety Committee (SAFSC) |
- The SAFSC in cooperation with CFMI and NFI will take the lead role in ensuring that the evacuation site program is current and functioning in an efficient and timely manner.
- The SAFSC will review the annual evacuation site-operating plan to make sure that it is current and practical.
- The SAFSC will coordinate the distribution of evacuation site numbers based on requests from the Forest Companies. The Forest Companies must submit the required information (Lat. Long. and UTM) and must validate that the evacuation sites satisfy all the perimeters for establishment. The Forest Companies must document when the sign is erected.
Clergue Forest Management Inc. (CFMI) |
- Will act as the information provider preparing and updating evacuation site maps and road maps for the Algoma and Wawa forests on an annual basis or as required. Generally, maps will be updated by November of each year.
- In Wawa on crown land CFMI will play the same role as it does on the Algoma Forest.
- CFMI will ensure on an annual basis that support organizations are provided with the opportunity to acquire updated road maps and evacuation site maps.
- CFMI will ensure that when new evacuation sites are approved and the signs are in place that the appropriate information is passed along to the support organizations.
Northshore Forest Inc. (NFI) in cooperation with North Shore Independent Forestry Association (NSIFAI)- Will act as the information provider preparing and updating evacuation site maps and road maps for the Northshore Forest on an annual basis or as required. Generally, maps will be updated by November of each year.
- Northshore Forest Inc. will ensure on an annual basis that support organizations are provided with the opportunity to acquire updated road maps and evacuation site maps.
- Northshore Forest Inc. will ensure that when new evacuation sites are approved and the signs are in place that the appropriate information is passed along to the support organizations.
Quattra Communications |
- Will provide and take the lead role in the communication services component of the evacuation site program.
- Will ensure that staff is properly trained in communication, knowledgeable of evacuation site locations and coordinates and understand the linkages with the MOH dispatcher.
- Will provide staff time so SAFSC can provide annual updates on the evacuation site program.
- Will ensure that the Bell communications link is maintained. The funding to maintain this link is exclusively the cost derived from the invoice from Bell. Quattra provides their service for this link at no cost.
Forest Companies/Forestry Canada /SFT Canada |
- Will provide adequate funding for the establishment and maintenance of the evacuation site program.
- Will ensure in conjunction with contractors that all forest workers are adequately trained and knowledgeable about the use of the evacuation sites. This includes the nearest site to operations and communication protocols.
- In conjunction with contractors, ensure that the evacuation sites satisfy short and long term safety requirements. Evacuation sites may be decommissioned upon request from forest companies.
- Will submit an annual report on the status of evacuation sites and maintenance requirements under the forest companies control by April 30 of each year.
Contractors |
- Will ensure that staff has appropriate first aid training including familiarization with working around helicopters.
- Will help to maintain evacuation sites in their general work areas.
- Will consider training selected staff in "advanced patient assessment". Depending on interest.
- Will make staff available for training and information sessions sponsored by the forest companies.
- After an evacuation site has been used for emergency transportation purposes, the contractor will prepare an evaluation to ensure that the evacuation site served its purpose and present the evaluation to the SAFSC and the appropriate Forest Company.
Site Used by Other Interest Groups |
- A forest company must support sites requested by other interest groups.
Funding |
- Forest companies/contractors will take on the responsibilities for establishing and maintaining evacuation sites under their control.
- CFMI/SFT will provide the direct funding for maintaining the Bell communication line, for preparing the required signage and ensuring that maps are available for use or for purchase.
- Organizations with an interest in the evacuation sites will be required to purchase maps for their needs.
- Funding requirements will be included in the annual operating plan prepared by CFMI. The annual operating plan will be submitted to the forest companies for their approval by May 30 of each year and then will be presented to the SAFSC.
