In paragraph 4 of your original message you request that Victoria Police "...launch an undercover investigation..". Without any specific allegations, the need to mount any investigation is not seen. Without specific information pertaining to a crime then we are unable to assist you.
If you do have specific information then please either put it in writing or please attend your local police station to report this if it is something that can be acted on by Victoria Police.

on the internet for the exclusive use of the concerned law enforcement.
The
evidence is already available to the violators as mentioned in an instance
where the evidence submitted to the police was “leaked” or obtained by inside
contacts. This evidence is published (in a similar environment of being stalked
out, bugged out, …what else can any victim do…publish whatever material or
collected evidence he or she have, for the world to know of a covert ongoing
crime and wait for a tomorrow if there is
one…)to ensure the validity of certain
observations as well as due to the prolonged hunting (over 6 years) and the use
of high tech gadgetry (emission devices etc) by the criminals, apart from
bribery of concerned police outposts in other locations to inaction, to
facilitate their hunting without any problems or obstruction. Though alias
names can be used by the trespassers, the other details like car registration
numbers, residence location, observation posts etc applicable at that time of
stalking are provided to track the criminals down, no matter where, they try to
hide in the days to come after this publication. Minor mistakes in the
registration numbers, location etc are a possibility, which the victim
apologizes.
As mentioned
when the evidence is obtained through inside contacts (which they accessed on
the day of police submission itself) what happens – whatever is listed in the
evidence will be modified. Old cars junked, registration numbers changed,
records altered, some cars sold, shifting of residence etc. After a certain
time period, when the victim activates the evidence submitted to the police,
whom he trusted with the safe keeping of the material …there is nothing there,
for the evidence is properly taken care of or wiped off by the predators.

In a shared residence, the kitchen is always the prominent
place where you “meet” other inmates…while cooking food or having a quick
meal…talk about their studies, problems with causal work etc. Overseas students
– their life, their problems, their study assignments, and their university
studies - all can be understood by eavesdropping on such meetings or
get-together.

the woman stalker covertly developed acquaintances by closely monitoring the
stalking victim for a long duration…where he goes…where he work…whom he
meets…who are his contacts…who are the people with whom he talk freely…(even
those he talked only once or twice, for example the elderly Indian woman at
Templestowe, with whom his parents had a social friendship, through some
contacts back home in India) and covertly develops friendship with them, trying
for reference, introduction with the victim …“look, I want to have a
relationship with him…can you casually talk to him?...make a suggestion…” after
putting forward her part of the story - the long duration covert surveillance;
the resulting embarrassment and shame among her friends, relatives and
community, in the event of failure etc; for developing sympathy and a soft
corner from the listeners…

fat business man aka the medical representative, the proprietor of this
educational establishment also use some of his employees as well as male and
female friends and contacts to run covert spying activities on the
neighborhood. The Australian woman stalker, Ms. Trish, and her accomplices
maintain close contactsº with Mr. Chandra Babu, during
their stay in this city of Thiruvananthapuram.

computer centre slowly evolving into other business areas…like offering
facilities for conducting business meetings – an outsource option for companies
with less office space, medical conference location etc. Contacts for such
evolving business ventures are via his main career of being medical
representative.

close relative of that man. I don’t know whether this woman is the daughter or
even sister of the above cyber criminal. The logic - otherwise, why should a
man tire for so long to hunt a young man, for this woman, that too using
wireless spy devices and all sort of latest surveillance gadgetry to map
other’s life style? WHY? Do a “good” woman really need all this high-tech stuff
for getting a man?...truly something is amiss…something sinister…

woman, the mother of the main local woman stalker abets the stalking process.
The
above observation post which started off the use of wireless spy devices is on
one side of the victim’s house. At the other side, another observation post
evolved.

a Brahmin family - a bank officer, a school teacher, a young woman (a copy cat
woman stalker), an old man, an old woman and some others of the family.
This
family commenced their computer hacking, cyber stalking from Thursday, June 20,
2002.
Their
use of spy devices for monitoring the victim’s neighboring house had commenced
long before the cyber stalking.

An old
Brahmin man abets the stalking and monitoring from this observation post. A
young woman being the copycat stalker.
Curious
men and women of the street, men and women elsewhere, who have a burning desire
to know what goes on inside other’s house, also use this Brahmin observation
post, even at late hours of the night…using their spy devices to watch…there is
already a regular group of men and women at the opposite side, the educational
centre to peep using their emission devices…
And
time dragged on, more and more observation posts evolved…with computer hacking
and cyber stalking…
Some
new observation posts are not specifically for stalking, though some young women
do seek the advice of those who man such posts, “Is he interested?”, “How to
approach him…his family etc”…Those men and women who man such observation posts
are just curious…some men are old, some women are married, so no “real” need to
try a hand on seduction…
Men and
women with excessive interest to know other’s private and intimate
matters…using wireless spy devices to watch, to hear, to read anything in the
neighborhood, from a safe distance away…as a time pass…an enjoyment…a fun…a
sort of craze…even blatant computer hacking of other’s (of strangers!) private
computer systems and accessing their email and website passwords!!
The
wireless spy devices offers the perfect anonymity…few victims know that they
are under in-depth surveillance from their own neighborhood!

providing the key details of the cyber criminals, their name and identification
and even an institution address publicly on the web, don’t you think they can
approach the court for defamation?
The
ethical question: Can each and every criminal “caught” and brought before
justice, file a counter case for defamation?

don’t think so.
The
respective courts just have to throw out such “false” defamation cases filed by
criminal elements.

a long duration, cyber crime went on…along with privacy violation, human rights

If
those “educated” men and women have felt shame …disgrace…on being identified,
then they should have known before committing the trespassing long ago, that IF
their covert surveillance get identified …get exposed…what would be the
scenario? No, they didn’t want to look into that side…they only cared to
hunt…to trap…to seduce somehow…maybe out of fun…
There
is no point in trespassing covertly for years…and then go to the court for
defamation on being exposed …of their use of wireless spy devices…to watch
anything they want of other’s basic privacy.

Why the Residence History of the stalking victim?

The plump and short young woman in salwar & kameez (was it mixed color –
white and green?...I forget…) with heavy make-up, suddenly crosses the road
towards the Sri Krishna temple opposite, in spite of the heavy traffic – just
at the nick of the time when the stalking victim’s car pass by – crossing the
road right in front of the approaching car – as an act of show off…to the
chagrin of the bystanders and onlookers…
A white
car was parked nearby with tinted/blacked glasses on the left side of the road.

Fort, the cyber victim’s car had just rounded off the bend, passed the auto

etc.
Description:
Two young women suddenly come out of the Kairali Building entrance/exit at the
exact time when the stalking victim closed the outside gate of his parent’s
residence and walked towards the car parked outside the car-shed. Both women
were wearing salwar-kameez (or is it churidar?...I really don’t know much about
women’s dress!...well, they have some cloth on, as covering…that is it…). One
woman wearing thick red clothes (single color). They crossed the Luke’s Lane
from the Kairali Building; stood for a while near the Maniyan’s food shop and
then crossed the Ambuja Vilasom Road and walked into the Dhanwantari Madam.

Who was
that other woman along with the plump and short young woman with heavy make-up?
Together they came out of the Kairali Building, the other observation post
opposite the computer centre. Is it the Brahmin woman stalker, from the Brahmin
family, staying covertly in the Kairali Building and keeping tabs on the cyber

A
repeat of the above instance occurred at around 06:10 pm to 06:15 pm Wednesday,
January 28, 2004.
The two
women in this instance boarded an auto rickshaw parked opposite Dhanwantari
Madam, near the Homeo Doctor’s place and followed the cyber victim’s car en
route to Yoga centre.
Just before
the State Archives in West Fort, near the Goddess temple, the auto took the
left deviation to circle around, which the cyber victim’s car took the right
deviation.
The
whole drama being covertly monitored upon (checking for any lapses in the
run-in operation being staged, the cyber victim’s reaction within the moving
car etc.) by the medical representative and the Brahmin guardian of the other
woman stalker, using wireless spy devices/satellite based zooming spy devices,
right from the start - cyber victim leaving his residence, to the end of the
drama – cyber victim entering the yoga centre.
The
physical boarding of the auto rickshaw by the women stalkers, being witnessed
by those mentioned above under Witnesses.
One of
the women had a multi colored dress (pink and white) while the other, a reddish
brown dress.

I just noted what I have
observed…with third-party’s as witnesses to the above events.
Thus
four cases at different locations, in and around Thiruvananthapuram city are
provided here.
Over a
three year period (over thousand days), since July-August 2000, hundreds of
similar faked encounters have occurred at different places in this city of
Thiruvananthapuram, at different instances with the same woman (the plump and
short young woman with heavy make-up) as the subject; naturally giving rise to
the suspicion, who is this stranger who is trying to exhibit herself like the
fish merchant’s trying to exhibit their fish, like the cloth merchant’s trying
to exhibit their clothes…so too this stranger woman trying to exhibit her flesh
with heavy facial make-up, colorful clothes, hand gestures and bodily gyrations
in public…an open act of seduction…to induce…to prostitute…
Unlike
Western society, in the eastern traditional society, such shameless and open
flirting by women is always scorned upon by the older generation in the society
and such women are regarded as bad women…women trying very hard to sell their
body…by some means…by any means…somehow…Yet many of these women stalkers were
covertly funded and encouraged by their own parents and guardians like that
medical representative who brought wireless spy devices, using his own money,
for the young woman (the plump and short young woman with heavy make-up) to
monitor the neighbors, keep tabs on young men in the neighborhood, their
intimate activities, even within the toilets…and as a pastime, mocking fun and

What is the punishment for seducing or soliciting
for purpose of prostitution?
Ans.
Whoever, in any public place or within sight, and
in such manner as to be seen or heard from, any public place, whether from,
within any building or house or not:
a. By words, gestures, wilful exposure of her
person (whether by sitting by a window or on the balcony of a building or house
or in any other way), or otherwise tempts or endeavours to tempt, or attracts
or endeavours to attract the attention of, any person for the purpose of
prostitution; or
b. Solicits or molests any person, or loiters or
acts in such manner as to cause obstruction or annoyance to persons residing
nearby or passing by such public place or to
offend against public decency, for the
purpose of prostitution,
shall be
punishable on first conviction with imprisonment for a term which may extend to
six months, or with fine which may extend to five hundred rupees, or with both, and in the event of a second or subsequent conviction, with
imprisonment for a term which may extend to one year, and also with fine which
may extend to five hundred rupees. However, where a man commits such offence,
he shall punishable with imprisonment for a period of not less than seven days
but which may extend to three months.

Unlike
those similar encounters over a four year period in Melbourne, Australia,
involving the Australian woman stalker, here in this city of
Thiruvananthapuram, I have been able to build up evidence on their covert
stalking…with the local people as witnesses, for there are many people on the
street, shops and elsewhere who watch events and mentally note them, unlike in
Australia where it was hard for me to build up third party witnesses to
cross-verify my documentation…Thus even if the Australian woman stalker say,
“He was bluffing…He made it all up”, or as the current local stalkers say
“Nothing happened…mere rhetoric…We DON’T KNOW anything!!...He wrote a novel, a
story NOT real-life events” as the standard excuses to fall back on, SOMETHING
DID HAPPENº…and that too OVER A LONG TIME DURATION…as the many silent
witnesses in the city of Thiruvananthapuram testify…by observing certain
predatory behavior face to face…by hearing gossip stories by word of mouth from
others…
Four
cases at different locations, I have provided above, so that the law
enforcement whether local or national can cross-check and verify from the
respective surrounding community…any time…
Now
regarding wireless spy devices, any monitor, man or woman, who just monitors
the front gates of the target house, by living in the vicinity, CANNOT so
precisely embark on faking coincidences, as noted by the hundreds of scenarios
by the stalking victim…A very in-depth audio and visual monitoring is actively
going on where each and every detail going on within the target house is
accessed and analyzed…whatever the family talk to themselves, through phone
etc…whatever they do, read, write etc…whatever they do on the internet…wherever
they go, they also follow¹ to check on who they meet, talk
to etc…based on such analysis, the predators arrange their plans, preparations
and successfully execute fake encounters to seduce…to induce…In other words, in
modern times of technology advancement, wireless spy devices are a part and
parcel of these human hunters…acting as an effective tool to further their
selfish, shameless desires and motives…and they don’t care how you feel about
their forcible audio and visual surveillance…nor do they display any sense of
manners, decency, etiquette or propriety towards other’s private
matters…somehow get the mission accomplished…THAT IS ALL that matters…
º Cyber crimes; computer hacking; cyber stalking; stealing intellectual property (and even covertly making money from other’s intellectual efforts by selling photocopies of the computer hacked material); stealing the cyber victim’s email and website passwords using wireless spy devices and passing on that “secret” information to other interested members of the public along with gossip – thus leaving the cyber victim’s email and website accounts prone to attack from any quarter, from anyone out there – email impersonation, content modification of web pages by inserting malicious slander or deleting offensive information concerning the predators or their accomplices, defacing or deleting the whole web pages; stealing credit card and bank account numbers; phone tapping using wireless spy devices and gossiping about others private telephone conversation; continuous audio visual surveillance, day in and day out, using high tech wireless spy devices; voyeurism using wireless spy devices with associated shaming/humiliation and defamation where private matters within bathroom/toilets are covertly shown to interested and like-minded public (mentally perverted members of the community who can’t afford to own wireless spy devices BUT are deeply interested in covertly watching and enjoying other’s nakedness, nudity, changing clothes, undressing, taking shower/bathing, passing urine, defecating, washing anusº º etc in the closed privacy of bathroom/toilets, whether in their own home or elsewhere like physical health centers, gymnasium or kalari etc); covert monitoring of intimate privacy within neighboring house bedrooms using wireless spy devices along with other interested peeping tom men and women; attempted sexual solicitation or attempted sexual seduction; human rights violation; stalking; covert vehicle following¹ and satellite tracking using portable wireless spy devices; privacy violation; reading other’s private letters received by surface mail using wireless spy devices (from a far away distance); “shadow” sexual harassment; trespassing other’s premises including computers covertly using wireless spy devices; defamation - by spreading private matters including personal and family secrets accessed covertly through wireless spy devices around the surrounding community as gossip along with additional cooked up or made-up malicious slander for incrimination; mental and physical problems faced by the stalking victim (Refer Chapter 2 of Emission; specifically note the horrifying examples of Surveillance Feedback) as a direct result of the above shadow harassment over the long time duration with associated financial hardship faced by his family; bribing the concerned authorities like the law enforcement personnel to shut up, to turn the other way, to cover-up the crime; unlawful prevention of crime investigation by contacting by means of email, fax messages etc those whom the cyber victim has petitioned – the petition information being obtained instantaneously by means of computer hacking, cyber stalking using wireless spy devices…so goes the long list of crimes that can be used for the successful criminal prosecution and even life-imprisonment of the above mentioned suspects….and they ACT as if nothing happened!!!

monetary expenses, driving or traveling long distances¹ º with associated physical hardship!!...such is the
importance these predators give to sexual harassment, sexual abuse or its
attempt…as if they live in this planet only FOR SEX…NOTHING ELSE!!...or is it
somehow get a hold on other’s money, assets, property etc with a fake show of
romance?

hundreds and hundreds of petitions I have filed so far, against their covert

their parents or guardians or male accomplices…and sometimes even in their
presence or supervision as the case of the medical representative and his womenº…
Truly
the internet is an ideal source of “expression” for cyber victims when faced by
such a trap scenario.

º º Imagine a building. Be it any office, school,
institution or whatever. The normal socially accepted belief is that any man or
woman will go into that building only if he or she got a definite purpose to do
with the object of that building – the purpose for which the building exists.
Otherwise why should a person go into some building? If it is a school, a
person can be going into the school building for some school related business.
If it is a government office building, then a person who got something to be
done with that specific government area, can be going into that building.
What
this stalking have shown is otherwise…a different concept…something opposing
the accepted assumption… where people go into a building simply…without any
definite purpose …not at all related to the object of the building – the
purpose for which the building exists. Something like “showing up”…to show
themselves in pretty clothes or painted face with plenty of make-up to exhibit
to some man or woman within the building…even if the other person is just a
stranger, just show up and the shameless person then quietly leaves the
premises…or in some cases, stays back, loitering in the building premises to
see the victim when he or she comes out…whether the obsessed person speaks or
not is not the factor; just showing to the other person, the physical presence
of the stalker in the premises…”Look, I am physically here…waiting…and
waiting…” the silent message which the stalker conveys to his or her target…
The
stalker doesn’t care how much paranoia, fear it causes to the victim. For the
victim don’t want any dealings with the stalker; no matter whatever the stalker
does to catch attention…Slowly the paranoia builds up to a level where the
victim loses his or her attention or concentration on job at hand…whether it be
work place (working) or educational institution (studying)º ¹…How indirectly a stalker
“destroys” his or her target…without physically doing anything!!...Just to
accomplish his or her sexual urge, which he or she can’t self-control, how the stalker
persistently follows and hunts the victim to destroy the victim’s life by other means, even
if the mission of sexual satisfaction is not achieved!
Such
are shadow or virtual crimes – something which I have charged on the Australian
woman stalker and her local Thiruvananthapuram city accomplice, the cabaret
dancer…

The court emphasised that “all efforts should be made to keep a lady constable present”.

As a
cyber victim, I have repeatedly requested the concerned police authority in the
city of Thiruvananthapuram TO CONFISCATE the offensive gadgets, wireless spy devices
being used to infringe other’s privacy covertly, indulging in cyber crimes etc.
The first step to reduce or control the horrifying concept of surveillance
feedback is by removing the tool that helps their covert surveillance, namely
the satellite based wireless spy devices. In spite of repeated requests, the
predators still continue using their spy devices without any obstruction
thereby bringing up the suspicion that there is a sufficient level of bribery
going on…rampant police corruption and negligence to law enforcement duty in
spite of the repeated petitions from a cyber victim as well as awareness among
the police hierarchy of the ongoing crime…for the purpose of continuing sexual
harassment, privacy and human rights violation. In other words, members of the
local police units are silently supporting shadow crimes using wireless spy
devices, as long as the victims, whoever it may be, haven’t seen or heard
anything!! Then what USE is the so-called police if just any person out there
indulges in shadow crimes using wireless spy devices like voyeurism for a long
period of time and then the peeping tom goes on for shadow sexual harassment of
the object of voyeurism…for coincidences etc as documented by the stalking

date of wiretapping/phone tapping using spy devices as only from Friday, July
12, 2002, whereas it is highly likely that the use of such devices commenced
long before, maybe in 2001 or even before that. On such and such date, when
specific experiences were noted by the victim, the date was thus fixed by him.
In other words, such a crime was ongoing as of that fixed date. The specific
crime could have been ongoing EVEN BEFORE that date fixed by the victim, which

watching and enjoying other’s nakedness, nudity, changing clothes, undressing,
taking shower/bathing, passing urine, defecating, washing anus etc in the
closed privacy of bathroom/toilets, whether in their own home or elsewhere like
physical health centers, gymnasium or kalari, trains, places of worship etc)

covert monitoring (for sexual gratification and arousal) of intimate privacy
within neighboring house bedrooms using wireless spy devices/satellite based
zooming spy devices along with other interested peeping tom men and women
a. how do women sleep
b. how do men sleep
c. how do couples sleep in a single bed
i. observing the precise details of the various “intimate”
activities they do together
(Note:
It is heard some men and women voyeurs even record(*) others intimate details
like sexual sounds (audio), sexual acts (video) etc for distribution to
like-minded perverts for “private” use.)
Being
high tech spy devices, it will be VERY HARD² to detect its use for
covert voyeurism.

date of voyeurism using spy devices as only from Saturday, August 19, 2000,
whereas it is highly likely that the crime commenced long before, maybe in

stealing the cyber victim’s email and website passwords using wireless spy

based zooming spy devices and passing on that
“secret” information to other interested members of the public along with
gossip – such a covert distribution of secret passwords has CURRENTLY left the
cyber victim’s email and website accounts prone to attack from any quarter,
from anyone out there – for email impersonation, for content modification of
web pages by inserting malicious slander or deleting offensive information
concerning the predators or their accomplices, for defacing or deleting the
whole web pages; (Note: with persistent round the clock use of the spy devices
for audio-visual surveillance, the privacy violation has reached a stage where
there is no point in changing passwords frequently; for whatever be the changed
password, with the spy devices, they detect that also! - as if they have
complete rights on others personal accounts whether it be internet (email or
website) or financial bank accounts)

Noted instances of cyber crime,
other than from the Thiruvananthapuram home computer
(The
zooming spy devices being currently in use by the stalking groups can zoom onto
any computer, public (say, in any internet café) or private, and covertly
eavesdrop on whatever that comes up on the computer screen as well as what you
type on the keyboard. For example, content of private emails, your email or
website ids or account names as well as your respective passwords to login. The
stalkers are physically present at a far away safe distance, to avoid visual
detection. Thus the computer hacking being external, without even interfering
internally with the computer network, I wonder how the law enforcement can
verify the following instances of cyber crime? Conventional methods of cyber
crime detection (obtaining email details from the respective Internet Service
Provider (ISP), dismantling the “violated” computer for any hardware spy bug),
as used so far by the Indian police and elsewhere are all outdated. Detailed
interrogation of the named suspects followed by tests like lie detector test,
could be the only effective alternative, based on the victim’s allegation of

concerning the predators or their accomplices, for defacing or deleting the
whole web pages; (Note: with persistent round the clock use of the spy devices
for audio-visual surveillance, the privacy violation has reached a stage where
there is no point in changing passwords frequently; for whatever be the changed
password, with the spy devices, they detect that also! - as if they have
complete rights on others personal accounts whether it be internet (email or
website) or financial bank accounts)

Note:
The surveillance range of the satellite based zooming devices currently in use
by the stalking groups extend over 3000+ kilometers. Whatever you do within
that range is precisely spied upon - whatever you speak, read, write, takes notes
with pen and paper whether it be in vast open fields/grounds, within buildings,
in darkness or within moving vehicles like trains etc. The stalking groups
covertly monitor without leaving their observation posts, say, hundreds of
kilometers away. And they need not
physically pursue you to keep tabs. To see each other face-to face, once in a
while, they stage run-ins or coincidences very precisely, and well planned (so
that it looks so natural…), with other accomplices closely monitoring the whole
episode, for any errors or lapses, from far away with spy equipment. Within
this surveillance range, the satellite based zooming spy devices also allow the
stalkers to wiretap specific telephone or computer hack specific computers by
reading whatever is there or comes up on the computer screen (private emails

other words just like people buy a car or auto rickshaw and then release it on

personal and intimate matters. We have perverted families living (earning a
day-to-day livelihood) on others privacy like leeches or mosquitoes living on

interested parties as a “return on investment” to the money spend…a monetary

contents of email send or received, with whom chatting is done, what is being
chatted upon, what are the websites being visited, what are the materials being
downloaded from internet etc.

“secret” information to other interested members of the public along with
gossip – such a covert distribution of secret passwords has CURRENTLY left the
cyber victim’s email and website accounts prone to attack from any quarter,
from anyone out there – for email impersonation, for content modification of
web pages by inserting malicious slander or deleting offensive information
concerning the predators or their accomplices, for defacing or deleting the
whole web pages; (Note: with persistent round the clock use of the spy devices
for audio-visual surveillance, the privacy violation has reached a stage akin
to human tagging where there is no point in changing passwords frequently; for
whatever be the changed password, with the spy devices, they detect that also!

by the stalking groups extend over 3000+ kilometers. Whatever you do within
that range is precisely spied upon - whatever you speak, read, write, takes
notes with pen and paper whether it be in vast open fields/grounds, within
buildings, in darkness or within moving vehicles like trains etc. The stalking
groups covertly monitor without leaving their observation posts, say, hundreds
of kilometers away. And they need not
physically pursue you to keep tabs. To see each other face-to face, once in a
while, they stage run-ins or coincidences very precisely, and well planned (so

episode, for any errors or lapses, from far away with spy equipment. Within this

crime commencement is tentative. For example, the victim has given the date of
stalking as only from Thursday, July 13, 2000, whereas it is highly likely that
the crime commenced long before, maybe in March 2000 or later in August 2000.
On such and such date, when specific experiences were noted by the victim, the
date was thus fixed by him. In other words, such a crime was ongoing as of that
fixed date. The specific crime could have been ongoing even before those dates
fixed by the victim, which only the suspects know precisely - from when they
commenced their specific covert activity with sexual exploitation as hidden

an embarrassed face and one of them got a plastic bag (similar to the one, the
textile shops give, on purchasing cloths) into which a saree-clad woman is
putting something in…just to show they are busy…and doing something…to look
like a natural action sequence…just at the instance, the stalking victim walked
past by…
Another
young woman with a paper pad was standing nearby…to give additional
meaning…maybe these women had something to do with the hospital…
