1.      Draft

    1. The draft has been set for Sunday, August 17, 2008 at 7:00pm EASTERN TIME!  The draft will take place on Windows Messenger per email instructions. For questions, email me at [email protected].
    2. The draft order is set by a random drawing.  The order can be found on the Draft Tracker Spreadsheet posted on the front page of this site.
    3. The draft will take place in a snake format (Team #1 through Team #14, then Team #14 through Team #1) and will consist of 20 rounds.
    4. The target time period for each pick is 2 minutes so please be efficient.
    5. If you draft a player that turns out to be injured or that you simply didn’t want, you must wait until AFTER the draft is completed before changing your pick.
    6. If you happen to accidentally draft more than the allotted players at one position and no one notices within a span of 3 picks, you must wait until AFTER the draft to correct your team.
    7. Roster changes may be made immediately after the draft for a period of 30 minutes.  Afterward, NO roster changes will be allowed until the first week of Waiver Period transactions.
    8. Players are not eligible for selection until they have officially enrolled in a qualifying program.
    9. Keepers are in effect for this season.  Each team is allowed to keep three players per the keeper rules below.  If you chose not to keep a player, that player may be replaced at any time throughout the draft.  You will have one "extra" pick at the end of the draft to complete your roster.

2.      Roster Requirements

    1. Each team’s roster will consist of 20 players/defenses at all times according to the following breakdown:  4 QB, 5 RB, 5 WR, 3 K, 3 DEF.
    2. All transactions made during the week must be made position for position (i.e. drop QB to pick up QB).
    3. If a trade results in an unofficial roster, your first transaction in the next waiver period must be made to make your roster whole again.

3.      Player and Position Eligibility

    1. Players chosen in the draft and throughout the season must play for a team in one of the following conferences:  ACC, SEC, Big East, Big 10, Big 12, Pac-10, or Notre Dame
    2. Players MUST be enrolled at an eligible school to be considered for the draft (i.e. you can't select a recruit for keeper purposes)
    3. A player’s position eligibility for the draft is set based on common knowledge by a majority of news sources (ESPN, CBS Sportsline, Official Team websites) and by common knowledge of the league members.  If the position is in dispute, the owning player is responsible for proving otherwise.
    4. Players are eligible at only the position which they were drafted unless one of the following circumstances takes place:

                                        i.      It can be documented by news sources that the player has been switched permanently to another position

ii.     A player receives more reps at another position for two consecutive weeks (i.e. the Randle El rule)

4.      Starting Lineups

    1. The NCFF week begins on Wednesday night and ends on the following Tuesday.  Games played on Sunday, Monday or Tuesday count for the preceding weekend slate of games
    2. Each week, managers will start the following list of players:  2 QB, 3 RB, 3 WR, 2 K, and 2 DEF
    3. A complete lineup must be set by 11:59:59 am EST on Saturday, no exceptions
    4. If you fail to set a lineup in a given week, scoring will be based on the previous week’s lineup. (note: the auto-lineup rule does not kick-in until the Saturday deadline.  Thus, if you don't specifically declare a player for an earlier game that week, he is ineligible for that week).
    5. An unlimited amount of lineup changes can be made before the final deadline except for those players have already started a game in the current week.
    6. A lineup can be set in the following ways:

                                        i.      Email your lineup to the league listserv before the deadline

ii.     Phone a member of the league before the deadline to confirm your lineup

    1. If your lineup is not submitted on-time, your lineup from the previous week will be used to determine your points.  Thus, it is IMPERATIVE that you submit your lineup on-time each and every week, for your sake, and for the sake of the rest of the league
    2. If you have a player who plays before the Saturday deadline, that player must be submitted by the posted game time through one the established “set lineup” methods described above.
    3. During the playoffs (which span a two or three week time period), you must declare by email which game your player will be starting.  More information on playoffs will follow below.

5.      Weekly Player Transactions (i.e. Roster Moves)

    1. Each team is limited to three roster changes (i.e. transactions) per week.
    2. No transaction may result in an invalid lineup (i.e. you must always drop/add a player at the same position)
    3. Transactions may be made during the “Waiver Period” and the “Free-Agent Period”
    4. The first chance to make transactions each week will take place during the Waiver Period, which begins at 12PM EST on Wednesday (more on the Waiver process in the next section)
    5. The “Free Agent Period” begins once the Waiver Period transactions have been posted to the league and ends at 11am on Saturday (Note: if you are making any transactions late in the week and the transaction impacts your starting lineup for that week, you MUST declare your intentions to start or bench a player involved in the transaction to the league.  It is not the commissioner’s responsibility to determine what you “meant to do” after the fact.  Also note that if you start a player that is invalid for any reason, you will receive a zero score for that particular player in the current week)
    6. Transactions made during the Free Agent Period are processed on a first come, first serve basis
    7. Any player not currently on a team is eligible to be picked up with the following exceptions:

                                        i.     The player has been dropped during the current week’s transaction period (i.e. if Joe Manager drops a player on Wednesday, you can’t pick him up until the following week’s transaction period)

ii.     The player has already played a game in the current week (i.e. you can’t pick up a player on Friday morning that played in the Thursday night ESPN game)

    1. A player may NOT be dropped from your team if that player falls under the following categories:

                                        i.     The player was picked up during the current week’s waiver/transaction period

ii.    The player’s team has already played a game in the current week

    1. Free Agent Period transactions (NOT waiver picks) are to be sent to the entire league through the NCFF Yahoo groups email listserv for everyone to see.  Transactions will be processed on the website as time permits

6.      Waiver Period

    1. The deadline to make Waiver Period transactions each week is 11:59:59 AM EST on Wednesday
    2. The Waiver Period consists of a three-round “draft” with the waiver priority set by a weekly ranking of teams (first by overall record, and then by total points scored)
    3. Waiver claims are processed on straight order (i.e. no “snake” picks).  The worst team picks first in all three rounds of the Waiver Period
    4. You must submit your waiver claims by email to David Mason at [email protected] before this deadline or they will NOT be accepted
    5. Your waiver claims should be submitted in a format similar to the following:

                                        i.      Drop QB1, pick up QB2. If not, pick up QB3, QB4, etc.

ii.      Drop RB1, pick up RB2. If not, pick up RB3, RB4,etc

iii.      Drop WR1, pick up WR2. If not, pick up WR3, WR4, etc.

    1. You may submit as many claims on your list as you’d like, but only the first three eligible moves will be processed in any given week.
    2. If you have made a trade before the Waiver Period that results in an invalid lineup, your first waiver claim MUST be used to make your lineup valid again

7.      Trades

    1. Trades will be allowed following the draft and through the trade deadline of October 17, 2008 at 11:59:59 PM EST
    2. Trades must be approved by a league vote (performed by email).  Majority rules, BUT, a total of 5 votes AGAINST the trade must be received in order to overturn the deal.  Managers involved in a trade may not vote.
    3. Since the trades require processing time by the commissioner, all trades must be made by noon on Friday to allow for review time by the league (designated as 24 hours or until a majority is reached) and processing by the commissioner
    4. If a trade will result in you having more than the maximum amount of players allowed at any one position, you must declare which player you will be dropping when you submit your trade proposal.  Otherwise, the trade will not be processed.

8.      Points/Scoring System

    1. Scoring is based on the following categories and values:

Offensive Categories (QB, RB, WR, Kickers):

Touchdown (passing, rushing, receiving, kick return): 6 points

2 point conversion (passing, rushing, receiving): 2 points

Passing Yard: 0.04 points/yard  (1 point per 25 passing yards)

Completed Pass: 0.1 points/completed pass (1 point per 10 completions)

Interception: -2 points

Rushing Yard: 0.06 points/yard (1 point per 16.7 rushing yards)

Rushing Attempt: 0.2 points/attempt (1 point per 5 carries)

Receiving Yard: 0.08 points/yard (1 point per 12.5 receiving yards)

Reception: 1 point/reception

FG Distance: 0.09 points/yard (1 point per 11.1 yards of kicking distance)

Extra Point kicking: 1 point

Defensive/Special Teams:

TD (see notes below for what qualifies): 8 points

Hold to 0-7 points: 10 points

Hold to 8-14 points: 5 points

Hold to 150 total yards of offense: 10 points

Hold to 151-250 total yards offense: 5 points

Hold conference opponent to 0 points: 5 point bonus

Hold conference opponent to 150 total yards of offense: 5 bonus points

Turnover (interception or fumble recovery): 2 points

Sack: 0.5 points

Safety: 5 points

    1. Quarterbacks, Running Backs, Wide Receivers and Kickers are eligible for all passing, rushing and receiving stats that they may receive during a game.  No player is eligible for return yards, but all players are eligible for special team TDs (kick returns)
    2. Defense/Special teams TDs include both defensive TDs and special teams TDs.  Qualifying defensive TDs include interception returns, fumble returns, and fumble recoveries by defensive players in the endzone.  Special teams TDs include kickoff returns and punt returns.  Fake plays by kickers are NOT special teams plays.  Fake plays are considered offensive plays and are awarded as offensive scores.  For example, if a kicker fakes a field goal and throws a TD, the kicker and the receiver each get touchdown and yardage points, but the defense/special teams receive no points.
    3. Points scored against the Defense/Special teams includes ALL points scored in the game, including fumble returns, kick returns, etc…  The system does not consider how the points were scored (i.e. only offensive points).
    4. The primary scoring website will be Fox Sports as these scores were most accurate for scoring last year.  However, the official score for disputes will be the NCAA box scores unless sufficient proof is submitted to counter these box scores.
    5. If you notice a scoring discrepancy, please note your complaint to the league and provide justification.  Do not just say (“please recheck my score”).  Scorers will attempt to use common sense in determining if an error took place (either by the scorer, or the actual box score) to rectify the situation
    6. Please note the language in some box scores is not always what it seems.  For example, a “TD recovered in the endzone” for a TD by a player is typically an offensive team recovering a loose ball in the endzone (not a defensive play) while a “TD return for a TD” is typically a defensive or kick return for a TD by the defense or special teams.  Unless it can be shown otherwise, that is the standard which will be used in scoring.
    7. The team with the most total points from its starting roster each week wins the matchup.  Points are recorded to the second decimal place
    8. Players accumulate points for the league Heisman race only if they are in your starting lineup.
    9. If you receive a player in a trade, he will continue to accumulate points for the Heisman race from the point at which he was traded (i.e. the points DO NOT start over).

9.      Schedule

    1. Each week you will take on two or three other owners in the league Head to Head. The highest point total will win; ties will be recorded as ties. There will be two 7-team divisions.
    2. Each team will play everyone in the league two times.  See League Schedule and Matchups on the website

    2. Division champions are determined by the team in each division with the best overall season record.  The tie-breaker for division champs is total points.
    3. Wild Card teams are chosen as the 4 remaining teams with the best overall record, regardless of division.  The tie-breaker for wild card teams is total points.
    4. Each of the 4 wild card teams will be given a seed based on overall record, and then total points.  The two division winners will also be seeded based on the same criterion.
    5. For the wild card round, the #1 seed wild card team will play the #4 seed wild card team, while the #2 wild card team will play the #3 seed wild card team.
    6. The semifinals will be held during the final 3 weeks of the season, which includes the weekends before and after Thanksgiving Day, and the weekend of the Conference Championship games.  The #1 seed division winner will play the lowest seed wild card team and the #2 seed division winner will play the next lowest wild card team from the previous round.
    7. In the semifinals, participating teams must declare which single game during that playoff span to start their players.  Points are recorded for one game only.  Players must be declared by the start of game-time for each game, except on Saturday when any lineup changes must be made by the standard deadline.

11.  League Championship

    1. The two winning teams in the semifinal round will square off in the League Championship game while the two losing teams in the semifinals will face off in the Third Place game.

13.  Keepers

    1. Beginning at the start of the '07 season, NCFF became a keeper league
    2. A maximum of three players may be kept each season consisting of 1 QB, 1 RB, and 1 WR (note: you do not have to keep three, but you can't keep more than one per position).
    3. The only players eligible to be kept for the following season are those that were on your roster at the trade deadline of the previous season.  Any player added after the trade dealine of the previous season will not be eligible as a keeper.
    4. If less than three players are kept, you may make an additional selection at the end of the next season's draft to fill your roster.  You may fill your missing position at any point during the draft.
    5. The deadline to declare keeper picks is 1-week prior to the next season's draft (for 2008....midnight, August 10th)
    6. Players may be kept until they leave school or graduate
