Suppose if you connect the output of the
PWM to a relay circuit and the other side of the
relay is connected to fan, then if you vary variable
resistance then the speed of the fan will change. You have seen
blinking lights at Christmas, you can make this
using a 555 astable by connecting the output to a
relay.
