RULES
I. NIFFL Rules - The Commissioner has modified the initial rules and will have final say in all disputes.  All disputes will be resolved based on what is best for the league in general. 
Changes to the original rules can only be made by a majority vote of all team owners.  Recommendations for changes to the rules must be submitted to the commissioner no later than August 31st.  All recommendations for rules changes will be voted on Draft Night.

II. The Northern Illinois Fantasy Football League will consist Of 12 Teams.
There will be 3 Divisions consisting of 4 teams each
Norris Division  Teams #1, 6, 7, & 12
Adams Division  Teams #2, 5, 8, & 11
Smyth Division  Teams #3, 4, 9, & 10
Team Ownership Privileges for individuals will be $100.00.
   All Owners must submit their franchise player fees prior to draft night.
All Owners must be paid in full on draft day - No Exceptions.
Although two man partnerships will be allowed, only one partner can be designated as active, the other will be silent - this decision must be made by draft day and cannot be changed during the season.  Only the active partner will be eligible to vote and be responsible to submit lineups and initiate transactions.


III. NIFFL Draft Day will be Wednesday  9/6/06 at 7:00 PM.
The location will be the Froehlich Ranch at 25628 W. Brooks Farm Road, Round Lake.
Any owner who cannot be present for draft day must send a representative - drafting by phone  will not be allowed.  The representative chosen cannot be another NIFFL team owner.

IV. The NIFFL Draft will consist of 4 franchised players and 12 rounds.
The drawing order for this year will be based on using each teams prior regular seasons record in reverse order i.e. worst record picking first and continue up and back in a serpentine fashion.

V. NIFFL Roster Requirements
A. Maximum Roster - Each team roster will consist of 16 player positions.

B. Minimum Roster - For the 2006 season each team must draft or have already franchised a minimum of: 1 Quarterback, 2 Running backs, 3 Wide Receivers, 1 Tight End, 1 Kicker,
and 1 Team Defense. (9 ACTIVE, 7 ON BENCH)
NOTE: A player can only be drafted in a position that matches his official NFL team roster designation.  Example - Kordell Stewart of Pittsburgh was listed as a QB not WR in 2000.

C. Franchise Players - Each team may designate Franchise Players at the end of each season to be carried over to the next season's roster.  Designated franchise players by position cannot exceed 1 Quarterback, 2 Running backs, 3 Wide Receivers, 1 Tight End,
1 Kicker, and/ or 1 Team Defense.

D. Roster changes - In season roster changes can be made either through trades or by claiming any available or previously dropped NFL player on waivers.

Note: A player is not available to be drafted or picked up unless or until the week that he  is signed with any NFL team.  Remember that your roster cannot exceed 16 player positions. You must drop 1 player for every player that you add.
