AGREEMENT REACHED IN THE FEDERATED RANKS COMMITTEE
![]() 1. At the meeting of the Federated Ranks Committee on 24 July 2003 agreements were reached on:
(i) the pay of federated ranks;
(ii) dog handler's allowance;
(iii) PSNI Allowance; and
(iv) temporary non-pensionable supplement for inspectors and chief inspectors
in the PSNI.
Details are set out in the attached memorandum and annexes.
2. This PNB circular is purely advisory until specific approval of the Secretary of State for the Home Department, Scottish Ministers and the Secretary of State for Northern Ireland have been given and does not confer authority* to implement the agreements. Once approval has been given, they will be promulgated in Home Office, Scottish Executive Justice Department and Northern Ireland Office circulars. In due course, the relevant Secretaries of State will make formal determinations.
3. MEMORANDUM
![]() The following agreements reached in the Federated Ranks Committee of the Police Negotiating Board are submitted for the approval of the Secretary of State for the Home Department, the Scottish Ministers and the Secretary of State for Northern Ireland.

1. Pay
To increase salary rates for federated ranks as set out in Annexes A, B, C and D.
2. Dog handlers allowance
To increase the annual rate of this allowance from £1,710 to £1,761 with effect from 1 September 2003.
3. PSNI Allowance
To increase the annual rate of this allowance from £2,502 to £2,577 with effect from 1 September 2003.
4. Temporary non-pensionable supplement for inspectors and chief inspectors in the PSNI
To increase the annual rate of this allowance from £4,137 to £4,260 with effect from 1 September 2003.
Annex A
CONSTABLES' PAY
![]() (a) All officers move to this salary point on completion of two years' service as a constable.
(b) Officers who have been on this point for a year will have access to the competence related threshold payment of £1,002 a year.
UK Police Constables Pay
This pay scale is a 3% increase on the previous rate and is effective as of 1st September 2004.
This does not take into consideration any additional payments such as London weighting and other allowances paid by individual forces.

olice Ranks
![]() Every police officer in the United Kingdom is issued with a warrant number at their date of joining. This warrant number remains with them throughout their career and is visible on their shoulder epaulette up to and including the rank of sergeant.
Warrant numbers are not national, therefore there will be more than one "PC 123" in the United Kingdom.
Divisional Warrant Numbers
Larger forces such as the Metropolitan Police also assign a divisional warrant number to officers, these divisional warrant numbers have a divisional prefix consisting of one or two letters. This is due to the large number of officers in that force, With over 20,000 officers it would get silly displaying 12,578 on your shoulder!
