DA QUEL MOMENTO LA STRUTTURA E L'ORGANIZZAZIONE DI QUESTI GRUPPI VENNE CAMBIATA E LE FUNZIONI DELLA MILICIA PRESERO LE FUNZIONI DI POLIZIA.

QUESTO POTERE POTEVA ESSERE MANTENUTO SOLAMENTE DA UNA CERCHIA RISTRETTA DI PERSONE DI LEADER COMUNISTI COMANDATI DA GORBACIOV AND ELTZIN NELL'ORDINE DI CONCENTRARE IL POTERE NELLE LORO MANI DOPO AVER CONDOTTO LE RIFORME POLITICHE ED ECONOMICHE METTENDO DA PARTE PERSONAGGI PROVENIENTI DAI RANGHI DEL PARTITO COMUNISTA. IN QUESTO MODO ESSI SONO DIVENTATI I PROPRITARI DELLE PROPRIETA' DI PARTITO, IN ALTRE PAROLE ESSI SONO DIVENTATI I POSSESSORI DI TUTTI I BENI MATERIALI DEL PAESE. SEBBENE ESSI PORTAVANO AVANTI UNA SERIE DI CONSISTENTI RIFORME POLITICHE E D ECONOMICHE, SOTTO FORMA CLIENTELARE SI ARRICHIVANO PER LORO STESSI E PER I LORO SOSTENITORI IN RUSSIA VENIVANOI CHIAMATI FAMIGLIA COME IN UN GRUPPO MAFIOSO ITALIANOI PRENDENOCOSI' TRATTAMENTI DI FAVORE E IL POTERE PRENDENDO IN QUESTA MANIERA IL POTERE ASSOLUTO.

QUESTE PERSONE NON SI SONO ABITUATEALLO STILE DI VITA CHE AVEVANO COME FECEERO LE ALTRE PERSONE IN RUSSIA, ESSI CONSIDERAVANO SEMPRE CHE IL POTERE ERA LA LORO PREROGATIVA SULLA LEGGE E SULLA SOCIETA'. COSI' NELLE PROVINCIE E NELLE REGIONI DELLA RUSSIA ESSI HANNO HANNO INIZIATO A BATTERSI CRUDELMENTE PER IL POTERE CONTRO LA DEMOCRAZIA NASCENTE. QUESTE PERSONE SENZA VALORI SONO SEMPRE STATE PRONTE DI USARE OGNI MEZZO PUR DI PRENDERE IL POTERE E HANNO USATO LE LORO STRUTTURE CRIMINALI NELLA LOTTA AL POTERE E PER AVERE INFLUENZA SULL'ECONOMIA. ALLO STESSO TEMPO LE ORGANIZZAQZIONI CRIMIALI RUSSE ERANO BEN ORGANIZZATE CON UNA FORTE DISCIPLINA INTERNA E I LORO LEADER CERCAVANO DI RAGGIUNGERE IL POTERE.
QUESTE DUE STRUTTURE COMUNISTA E CRIMINALE HANNO TROVATO UNA FORMIDABILE ALLEANZA COMUNE AVEVANO GLI STESSI DESIDERI SPERANZE E SI SONO SUPPORTATE L'UN CON L'ALTRA. DOPO CHE QUESTI GRUPPI SI SONO UNITI NIENTE POTRA' FERMARLI DI PRENDERSI TUTTE LE PRORIETA' DEL PESESE.
OGGIGIORNO IL LAVORO DI POLIZIA IN RUSSIA E' MOLTO DIFFICILE E MOLTO SPESSO I DETENUTI RIESCONOI AD OTTENERE LA LIBERTA' SENZA ESSERE STATI PROVATI DI COLPEVOLEZZA E SOLAMENTE I PESCI PICCOLI DELLE BANDE CRIMINALI VANNO IN GALERA.
IL GOVERNO RUSSO DICHIARANDO LA GUERRA ALLA CRIMINALITA' ORGANIZZATA E LA CORRUZIONECORRUZIONE, ACCETTA SOLAMENTE LA LEGGE CHE PUO' AMMORBIDIRE LE RESPONSABILITA' DEL CRIMINE. COSI DAL QUELLO CHE VIENE DETTO E DA QUELLO CHE VIENE FATTO ESISTE UNA ENORME DIFFERENZA.
LA CRIMINALITA' RUSSA SI E' RAMIFICATA AL DI FUOROI DEI SUOI CONFINI NAZIONALI ED HA COMINCIATO A PRENDERE INFLUENZA NEGLI STATI UNITI E IN EUROPA, SEBBENE ESTERNAMENTE NON SEMBRA APPARENTE LA CRIMINILAITA' NON SI RAMIFICHERA' SOLAMENTE IN RUSSIA ( DOVE ESSA SEMBRA ESSERE LA PROPRIETARIA ASSOLUTA)MA ANCHE IN ALTRI PAESI E QUESTO E UN PROBLEMA MOLTO GRAVE SERIO QUANTO IL TERRORISMO INTERNAZIONALE, MA COME IL TERRORSIMO POTREBBE ESSERE DETERMINATO DALLE SUE AZIONI E PURE PER LA CRIMINALITA', LAVORA SILENZIOSAMENTE E INCOSPICUAMENTE MA PIU' EFFICACE.

This site is about me and my job in the investigative service, it has some pictures of Russian militia and of my native city of Vladivostok and talks about many other interesting things. I hope it is interesting for my colleagues around the world to find out about the daily life and job of a Russian cop.

Okay, now, let’s look at the Russian police history.
Russian police was named “MILICIA” in 1917 (from the moment of communists came to power) and it is called the same way now. The word “MILICIA” means a voluntary (free-will) armed group, the main task of which is maintenance of social order. From that moment the structure and organization of these groups were completely changed and MILICIA functions became purely “police”.
In order to better imagine what are law and power nowadays in Russia, we need to understand that law and power are in the hands of those people in which law and power were 10, 20 and 50 years ago.
The power in Russia belongs to communists today. But it doesn’t belong to a communist party, it belongs to that people who managed this party and used its rank-and-file members and all Russian people in their personal interests. They don’t introduce themselves like “communists”, they prefer to be named as democrats, liberals, and patriots, but each of them was educated in communist spirit and during his or her youth had a party-membership card of C.P.S.U. (Communist Party of the Soviet Union). Now these people take up all crucial posts in Russia and detached Republics of the former Soviet Union. During their youth they conceptually entered the ranks of C.P.S.U. in order to govern the country with a narrow circle of like-minded persons the way they considered necessary, and neither ideology change nor temporary change of political course of the country inside and outside didn’t disturb them, they bothered only about their welfare.
In the years of 90-es “Reorganization” of political system of Russia took place and was realized by communists who were on the top of political power in Russia with the only purpose – to change the ideology, economic system and at the same time don’t lose political power in the country during economic chaos and disorganization of the country. Such a thing could be made only by a strong well-organized group of communist leaders headed by Gorbachev and Eltsin in order to concentrate power in their hands after conducting political and economical reforms while pushing aside rank-and-file communists. Thus, they became owners of the party property; in other words, they became owners of all material values of the country. While conducting a series of consistent political and economic reforms, they provided to themselves and to a group of their supporters, and followers (in Russia they were called “a family” like an Italian mafia) a most-favored-nation treatment and absolute power.
These events took place at the top of political power in the country. At the bottom – in regions, the events happened on similar scenario. Russia began call itself “democratic country” and got some external signs of democracy, but all the power was remained in the hands of communists who pretended to be democrats.
The other party organization men who did not have enough time to investigate the situation were left empty-handed, but at the same time they acquired numerous ambitions, opportunities and good relationships among their former colleagues who held high posts in the country. These people did not get accustomed to live the way the other Russian people did, they always considered themselves having power over the law and society. So, in the provinces (in regions) they started to strike for power against cruelly nascent democracy. These unprincipled people always were ready to use any appropriate means in order to gain their goals, and they even used criminal structures to fight for power and influence in economics.
At the same time Russian criminal communities were well organized, and they had really strong internal discipline, and their leaders tried to attain an opportunity to get power. These two structures, communist and criminal, found valuable allies in each other, they had the same desires, hopes, and they did supplement each other. After these groups of people joined, nothing would stop them of seizing all the authorities in the country.
Today police work in Russia is very difficult, and, unfortunately, very often prisoners today get their liberty tomorrow without being brought to trial, and only a “small fish” from a criminal community gets into the prison. The Russian government declaring fight against organized crime and corruption, accept only those laws that can soften crime responsibility. So, what is said and what is done differ. Russian criminality has already stepped over the state borders and begun increasing its influence in Europe and USA, and, although, externally it doesn’t become apparent, but when the critical mass of criminal potential is exceeded, criminality will enter political field not only in Russia (where it feels itself like an owner now), but also in other countries. And this is a really serious problem, such serious like the international terrorism, but as for terrorism, it could be determined by its actions, and as for criminality, it works silently and inconspicuously but more effectively.
Today in Russia criminal structures have a great power in society and they don’t feel shy in front of propagandizing their way of living via mass media (radio, TV, etc.).
Today the level of criminality is getting higher in Russia, and Russian police is trying to control it thoroughly, so, what will happen tomorrow? We will hope for the best and to work for people!
