Regional police forces should be replaced by a national police force, senior officers said on Sunday.
The Police Superintendents' Association said the 43 police forces of England and Wales were premised on outdated boundaries and structures.
Rick Naylor, the PSA's president, said: "The existing structure of 43 autonomous entities aligned to boundaries which no longer reflect government structures in the regions, or the very local identities felt by individual communities has, we believe, outlived its usefulness."
Mr Naylor said significant improvement in police effectiveness would only come about by "stepping outside the current structural arrangements", the logical solution of which would be a national police force deployed through regional structures.
Mr Naylor was giving his official response to police reform plans initiated by home secretary David Blunkett.
Chris Fox, president of the Association of Chief Police Officers, however, said he perceived no discernible benefit in a national police service.
