Conclusion

      The first conflict in this long string was between France and Britain, one that was already years old when the U.S. got dragged in. Jefferson and Madison's attempts at compromise between war and doing nothing failed, succeeding only in creating internal conflict with all classes except manufacturers. After the last attempt at compromise, "Macon's Bill, Number 2" (MacDonald, No. 27), failed, the U.S. was forced to go to war to protect itself. So began the War of 1812.
