NEUST GRADUATE SCHOOL HISTORY

On June 18, 1964, His Excellency President Diosdado Macapagal signed a House Bill No. 7416 into a law known as Republic Act No. 3998 entitled An Act Converting the Nueva Ecija School of Arts and Trades to Central Luzon Polytechnic College and giving it Corporate Existence. About four years later, at the 30 Regular Board meeting of the Board of Trustees of Central Luzon Polytechnic College, Board Resolution No. 330s 1970 was approved. This Board Resolution approved the proposed curricular offering leading to Masters Degree in CLPC with inclusion of Legal Foundations of Education in its discipline effective second semester SY 1970-1971. The course referred to in this resolution was the Masters of Arts in Industrial Education major in Administration and Supervision.

Records from the College Registrar showed that it was only in SY 1974-1975 when the Graduate School admitted its first enrolees consisting of 46 graduate students. On Oct. 25, 1979, by virtue of Board Resolution No. 573, the curriculum for Master in Engineering Education was approved. On May 29, 1984, as per Board Resolution No. 28, the curricula for Master of Arts in Teaching were approved. As per Board Resolution No. 4 dated May 2, 1994, the curriculum for Doctor of Education was approved.

During the Forty-Second Commencement Exercises of CLPC, the first batch of graduates from the MAIE course received their diplomas. Among those who were granted the MAIE degree were Prof. Jose Romasanta, Prof. Maximo Macaso, Mr. Angel Gutay, Mrs. Ruby Mendoza and Mrs. Apolonia Obedoza.

On May 28, 1980 by virtue of Board Resolution No. 576s. 1980. the Board of Trustees during its 59  Regular Meeting approved in principle the Doctoral Consortium Program of CLPC with the University of the Philippines (UP), Technological University of the Philippines (TUP) and Polytechnic University of the Philippines (PUP). This was the offshoot of an earlier negotiation made by the first Dean of the Graduate  School, Dr. Gonzalo Serezo sometime on April 15, 1978 with the concerned officials of the University of the Philippines. On November 22, 1982, during the 73 Regular Meeting of the Board of Trustees, by virtue of Board Resolution No. 62 s. 1982, the Memorandum of Agreement and the additional terms and conditions relative to the memorandum signed between UP and CLPC for the development and offering of the consortium program for Doctor of Education (Ed.D.) major in Educational Administration in CLPC was approved in principle without prejudice to its further review to conform with the goals and objective of the College as defined in its charter. It would appear from the records that the Consortium prospered because of Board Resolution No. 67 s. 1982 approved on December 16, 1982 during the 4th special meeting in which the hourly rates of compensation of UP professors according to academic ranks who will teach in the consortium program of Doctor of Education was approved including reimbursement of other travelling and meal expenses and expenses for instructional material.

On April 16, 1978, a consortium between the Graduate School and the College of Public Administration of UP paved the way to the offering of Master in Management courses. On September 6, 1979 by virtue of a Memorandum of Agreement signed between UP represented by its President Dr. Onofre Corpuz and CLPC represented by its president, Mr. Alberto Garcia, the two-year Master in Management with majors in Public, Business and Educational Management was formally offered.

On June 1990, Dean Gonzalo Serezo retired. Dr. Alejandro Donato Sr. was designated as the second dean of the graduate school. It was during this period of incumbency that the course Doctor of Education major in Vocational-Technological Educational management was offered after the Board of Trustees approved the curriculum of this doctorate by virtue of Board Resolution No. 4 dated may 2, 1994

Chauhan from being Director of Student Affairs which position she held since 1984 to become third Dean of the Graduate School.

No. time was lost to effect the improvements in the management and operations of the various programs of instructions, research, extension services, and student services since the appointment of Dr. Chauhan. Area Chairs were designated by the Dean to work on the nine areas of accreditation of the Graduate School. IT was designated by the consensus of the faculty in consultative meetings held that the programs of MAIE, MAT, and MM shall be the three programs to be subjected to initial accreditation . Among the various actions undertaken to prepare the Graduate School for the preliminary visit finalized to be conducted on April 27-29, 1997 by the AACUP are as follows:
