Who am I ? I am the one from billions of people who are virtually insulted and discriminated by the US-based movie companies and DVD hardware manufacturers. In close coopearation they created an ugly thing that is called RPC2 or in another words Region Locked Hardware Standard (also called Region Protection Code or Region Playback Control - the idea is always the same - discrimination). They divided the world into 6 regions thus virtually setting a New World Order that the USA is now trying to impose on all other nations with either using brutal force (as it happened in Kosovo) or by arming their allies (as it now happens with Taiwan). This is only the beginning. More bloody wars are ahead. Facing this 'bright' future we must already say a firm NO to the first legal attempt of discrimination set up by US movie monopolies against all non-US and non-Canadian nations. If we stop these criminal-minded people now, they won't try the same trick again. If we fail, the New World Order might cause total destruction of Earth some day. I am fighting against the illegal discrimination set by US-based movie companies pushing the new DVD standard into the market. As you know all DVD hardware that is now manufactured is either region-locked or has a limited amount of region changes. After the region change counter reaches zero, a DVD-ROM is becoming region-locked. Here is the case of a purpose product limitation, programmed by its manufacturers. This is illegal and is violating WTO regulations and numerous international and local trade laws. In several countries making or selling of such hardware is a crime. You can of course sue drive manufacturers for selling you a defective product, but the only thing you get back (even if you win the class action suit) is your few hundred bucks you paid for the DVD-ROM drive. So don't try that - the today's world is not regulated by laws as you probably think, it is regulated by huge money streams and greedy and criminal-minded individuums at power.
 
 

Continuing talking about RPC2 it should be noted that the limitations imposed by manufacturers on their hardware in many cases are not described in any documentation or advertisment of these DVD drives, nor on any of webpages of hardware manufacturers and movie companies. So if you are buying a new DVD-ROM drive, you are clearly buying a defective product that will not allow you to play certain media after a certain period of time. DVD disks made and sold in one region will not work with the hardware made in another one. Your drive will only allow to play DVD disks with the region that matches its internal  region setting that is usually becoming locked after 5 changes.
 
 

 
 
This is done to increase movie companies' profits as disks in regions different from 1 (USA and CANADA) are more expensive and appear much later than in region 1 and they always have less exciting features than the US and Canada people could enjoy. This is a perfect example of USA's discrimination of all other nations. The anti-monopoly laws that should lock such an illegal activity of huge US monopolies are not working simply because in the USA (like in all other 'civilized' countries) BIG money is always more important than human rights, local and international laws. In many cases it is more important that human life and this is the increasingly alarming tendency...

To be honest, movie companies did a great job developing and supporting DVD standard. The quality of picture and sound is really worth the money you pay for a legal DVD disk. And extra options available on a disk even make most customers (including me) amazed. But that was a completely unwise and moreover - illegal to impose limitations on DVD hardware. Do movie companies bother ? Cirtainly not! Why should they ? The money is streaming into their pockets like waterfall. But remember what happened to Microsoft when it became too rich...

 
 

 
 
I am fighting for the freedom of DVD standard to allow people who legally buy DVD disks and hardware to have a choice. Now other 'smart' people are deciding for you what and how you can do certain things. And this is happening in the beginning of the 21st century in a world that NWO media calls 'all civilized countries'. What a shame! We must stop this before some hot heads try to crash the USA's New World Order with nukes. I fear this catastrophe is not far ahead...

... And one more thing: the discriminating measures set by US movie monopolies were aimed to stop DVD piracy. But as all of us can now see, these measures are not stopping, but on the contrary are stimulating DVD pirates. So all the troubles that US movie companies caused to millions of their customers with RPC2 hardware are simply for nothing. Moreover, with the development of DVD-RAM technology (whether MPAA wants it or not) the need for RPC2 protection will diminish as to make a copy of a protected disk will be as easy as taking a copy of a CD-ROM at the moment. And to make a DVD disk region-free you need only to change 1 (one) byte at offset 23h in a single file (usually VIDEO_TS.IFO). This byte should be 0C0h to allow the disk to be viewed in all regions even using the RPC2-protected hardware. So the sooner movie monopolies and their slaves (who are paid to defend RPC2) understand the pointlessness of their puny efforts to grab more money by discriminating 80% of the world, the better will be their future. But I bet they just prefer to ignore me and people like me. They think they are too big and 'smart' to notice 'scum' like me...

Well, the time will show who of us is right... But do not tell then that I didn't warn you about all consequences of your criminal policies... Again, remember what happened to Microsoft in 2000...

 
 
 

 
 
What we can do ? We can protest and boycott all RPC2 hardware manufacturers and region locked DVD disk makers. We can use only legal ways - by sending complains to US government, MPAA, US movie companies, DVD hardware and disk manufacturers. Let them be buried inside the huge wave of all our e-mails! Let's tell them that we don't want to be discriminated, that we are demanding freedom of choice guaranteed by international laws. They should hear our cry of discontent and anger over movie companies' criminal policies!

Dear Sirs,

I want to express my discontent over the newly adopted DVD standard known as RPC2 that discriminate my rights to freely use legally purchased DVD media in the certain location of the world I am living in. The RPC2 or Region Locked Hardware Standard that imposes certain limitations on the ability of a certain DVD hardware to play certain DVD media in a certain region of the world, is the violation of WTO regulations and my personal rights and freedoms. Besides imposing of such limitations into DVD hardware is the violation of anti-monopoly laws as the RPC2 standard was created under the pressure of huge US movie monopolies.

I strongly demand either the revision of the present RPC2 DVD standard or its cancelation and a severe punishment for the US monopolies responsible for setting up discriminating measures on non-US and non-Canadian nations. I also demand the cancelation of production of region-locked DVD hardware and DVD media. I strongly suggest that the DVD drive manufacturers released fixes for their region-locked hardware to make it totally region-free and to stop violating international laws and personal freedoms.
